SRINAGAR: Soon after laying of foundation stone of Rs 34.88 crore State of Art, Emergency Operations Centre and Supervisory Control and Data Acquisition Control Building by Nirmala Sitharaman, Minister for Finance and Corporate Affairs in presence of the Manoj Sinha, Lieutenant Governor of J&K, J&K Economic Reconstruction Agency has immediately started work on the project which is being executed under the World Bank funded Jhelum Tawi Flood Recovery Project.
To review progress of work on the prestigious project, Dr, Syed Abid Rasheed Shah , Chief Executive Officer, JKERA/JTFRP today conducted the site visit along with the senior officers of JKERA and JTFRP conducted the site inspection.
Er. Shakti Sagar, Director, J&KERA, Kashmir informed the CEO, ERA/JTFRP that the Emergency Operations Building constructed over a 80 kanals of land at Ompura, Budgam would comprise G+1 floors having a total plinth area of 33,980 and will also house the Supervisory Control and Data Acquisition Centre building that would be the central control room for the 80 dewatering pumping stations in Srinagar City for scientifically controlling and managing all the pump stations in the City using I.T enabled services
It would also include the dormitories for the personnel of SDRF, NDRF, Kitchen, Dining hall and two large sized warehouses for stocking of various relief and rescue equipment’s and essential commodities, Helipad for the emergency landing of the Helicopters and concrete platforms for pitching of tents. He also said that construction of compound wall having a length of more than 600 meters and excavation work at site and other ancillary works has been taken up in full swing.
Er. Basharat Ahmad Kawoosa, Director Technical, JTFRP said that the EOC will be fully equipped with all the latest modern technologies, software being used world over for the forecasting of natural disasters and coordinating the relief and rescue operations in case of any natural disasters like earthquake, floods, avalanches, snow storm etc. These include (Decision Support System), IOFS (Integrated Operational Flood Forecasting System), DRDB (Disaster Risk Database) which are also being developed under the World Bank funded (Jhelum Tawi Flood Recovery Project) at a cumulative cost of Rs 30.61 crores.
Er. Basharat also said the SCADA control building would be equipped with the latest SCADA System which has already been procured under the JTFR project at a cost of Rs 32.14 crores and work on the installation of this system in the various pumping stations across the Srinagar city is already under way. The SCADA is a latest system of software and hardware that would allow to remotely control, switch on /off,help in timely identification of faults and monitoring the operations like managing the flow virtually in all the dewatering pumping stations in Srinagar City.
CEO, ERA/JTFRP, Dr. Syed Abid Rasheed said that such a facility equipped with all the latest wherewithal under one roof is being constructed for the development of a robust disaster management system in U.T. A well-established Emergency Operations Centre equipped with the latest systems for disaster forecasting and emergency operations systems would definitely strengthen the capacity of U.T to meet the challenges posed by unforeseen natural calamities he added.
Dr.Abid directed the executing agency to expedite the pace of work on the coveted project and mobilize more men and machinery on site to ensure that work is completed within the stipulated timeframe.
