People living in poverty face numerous financial challenges that make it difficult to escape the cycle of poverty. These challenges are often interconnected and create a complex web of difficulties. The establishment of a Baitulmaal in every village or town can be a significant step toward addressing poverty and fulfilling the needs of the less fortunate.
Historically, Baitulmaal was a public treasury responsible for managing the finances of the state in early Islamic societies. In modern contexts, it refers to a charitable or community-based fund aimed at providing financial assistance and support to the needy. The significance of Baitulmaal lies in its comprehensive approach to financial management, combining revenue collection, social welfare, public services, and economic development. It serves as an example of how a well-managed financial system can contribute to a just and prosperous society.
While the historical Baitulmaal system may not exist in the same form today, its principles and objectives remain relevant. Many modern Islamic financial institutions and charities draw inspiration from its model, emphasizing social responsibility, ethical finance, and community development.
The idea of establishing a Baitulmaal in every village or town to fulfill the needs of the poor is a compelling one, rooted in the core principles of Islamic social welfare and economic justice.
Each village would have its own Baitulmaal, responsible for collecting Zakat, Ushr, and Sadaqat from eligible individuals within that community. This would ensure that these funds are directly utilized to address the needs of the local poor.
The village Baitulmaal would conduct regular assessments to identify the specific needs of the poor within the community. This could include food, shelter, clothing, healthcare, education, marriage assistance, and other essential requirements.
The village Baitulmaal would actively involve the local community in its operations. This could include volunteers assisting with Zakat, Ushr, and Sadaqat collection, needs assessment, and the distribution of aid. This would foster a sense of shared responsibility and strengthen community bonds.
The village Baitulmaal would maintain transparent records of Zakat collection and distribution, ensuring accountability to the community. This would build trust and encourage greater participation in the system.
Many villages and towns in Jammu and Kashmir have established Baitulmaals for the welfare of the people. Residents in these areas actively participate and donate their charity to them. These institutions provide financial assistance for marriages, healthcare, essential commodities, and the treatment of life-threatening diseases.
For instance, in Nehalpora Pattan, a Baitulmaal named Al-Imdad Baitulmaal Nehalpora was established six years ago and plays a profound role in the collection and redistribution of wealth. It collects Zakat, Ushr, and Sadaqat from the villagers, either in cash or goods.
At the time of harvest, villagers donate apple boxes as charity to the Baitulmaal Committee, which contributes significantly to its finances. Government employees in the village contribute their charity through bank accounts on a monthly basis.
In its annual budget statement, the Al-Imdad Baitulmaal Committee reported that during 2024, it collected Rs. 628,318 from various sources, including Ushr, Zakat, Sadaqat, and other donations. Expenditures for the same year totaled Rs. 565,500, with a current balance of Rs. 899,112.
If such charity institutions were established throughout the Union Territory, they would help address the economic needs of destitute and needy people.
