An Open Letter To J&K Education Minister

Subject: Appeal for intervention in non-payment of winter salaries and unjust termination of private school teachers
Hon’ble Education Minister
Ms Sakeena Itoo
Through the medium of this newspaper, I wish to draw your kind attention to an issue that has been causing deep distress to thousands of private school teachers across Jammu & Kashmir.
With the onset of winter vacations, many private educational institutions in the UT have adopted an extremely unfair practice:
They either withhold the winter salaries of teachers or terminate them outright before the vacations begin.
This exploitation has become a painful reality. Teachers who work honestly throughout the year—often on low salaries and in challenging circumstances—are suddenly left without income during the harshest months of the year. Some schools dismiss teachers just days before winter break, only to recruit fresh staff later. Such practices not only violate basic employment ethics but also deeply damage the dignity of the teaching profession.
Teachers are the foundation of our education system. They shape minds, guide students, and serve society with dedication. It is heartbreaking to see them struggling for financial security during winter.
Therefore, I humbly appeal to your good office to kindly intervene and take necessary steps:
1. Mandate full payment of winter salaries
Private schools must be directed to release 100% winter salaries to their teaching staff without delay.
2. Ban unjust termination before winter vacations
Strict guidelines should be introduced to prevent the wrongful dismissal of teachers before vacations.
3. Establish a grievance redressal mechanism
A helpline or committee where teachers can safely report cases of non-payment or illegal termination.
4. Ensure monitoring and accountability
Regular audits or surprise checks can help ensure that private schools follow the rules and respect teachers’ rights.
Hon’ble Minister,
Your leadership has always been known for fairness and compassion. Private school teachers look towards you with hope, believing that under your guidance, their concerns will be heard and their dignity will be protected.
This winter, we sincerely request your intervention so that no teacher is denied their rightful salary or unfairly removed from service.
Sincerely
