Crime Branch apprehends notorious scammer after years of deceit

Srinagar: Police Station Special Crime Wing, Crime Branch, Srinagar on November 3, 2023, successfully apprehended a notorious fraudster and habitual cheater, Manzoor Hussain Qadri, son of Gh Hassan Qadri and resident of Poshwani Pattan Tehsil Baramulla, from the Sanatnagar area of Srinagar. Qadri, who had been evading arrest, was wanted in multiple cases of cheating and fraud.
The Crime Branch in a statement said that Qadri’s modus operandi involved luring unsuspecting youth from various areas with promises of securing government jobs for them. He would then extort large sums of money from them through deceitful means, engaging in acts of cheating and other related crimes. His criminal activities had caused substantial financial losses to his victims.
A dedicated team from the Special Crime Wing Srinagar (Crime Branch Kashmir) had been diligently working to trace and capture the fraudster, leading to his arrest. Qadri had a history of criminal charges, with several FIRs pending against him.
In Case FIR No. 36/2014 under Sections 420, 468, and 120-B RPC of Police Station CBK, Qadri was involved in fraudulently obtaining Rs. 23.00 lakhs from complainants under the pretext of providing government jobs, issuing fake appointment orders to individuals from Jammu and Poonch. Investigations in this case are ongoing.
In Case FIR No. 65/2016 under Sections 420, 468, and 109 RPC of Police Station CBK, Qadri had provided fake appointment orders to candidates, which were later discovered to be forged. The investigation in this case is still underway.
In Case FIR No. 05/2017 under Sections 419, 420, 468, 471, and 34 RPC of Police Station CBK, Qadri was found guilty of issuing a fake and forged appointment order on behalf of the Forest Department. The investigation in this case was concluded, leading to a charge sheet being presented before the Special Mobile Magistrate on June 30, 2022.
Additionally, Qadri was involved in other cases (FIR No. 42/2023 and FIR No. 51/2023) under Sections 420, 468, and 471 RPC of Police Station EOW, where he cheated complainants by promising them government jobs and providing fake appointment orders of Agriculture and Forest Departments. Investigations in these cases are ongoing.
Furthermore, in Case FIR No. 52/2023 under Sections 420, 468, and 471 RPC of Police Station EOW, Qadri swindled a complainant by falsely assuring him of securing Forest Department positions for his sons. The complainant paid Rs. 14.50 lakhs, which Qadri fraudulently acquired.
Qadri has been detained at Central Jail Kot Bhalwal, Jammu, under the Public Safety Act (PSA) following a detention warrant issued by the District Magistrate Srinagar. Authorities are taking strict measures to ensure that justice is served and such fraudulent activities are curbed in the region.
