Vigilance Organization has arrested Dy. Secretary to Govt. Floriculture Deptt for his involvement in case FIR Nos. 15/2017 & 16/2017 P/S, the official statement said.

 “During Verification conducted by Vigilance Organization into the allegations of illegal appointments by Anil John then Project Officer CARDA (Command Area rural Development Agency) Jammu, has revealed that on 09.02.2008 Anil John then Project Officer CARDA proposed/recommended the appointment of S. Charanjeet Singh S/O S. Ujjaagar Singh R/o Gondia, R. S Pura against the post of Jamadar, Sardar Sikandar Hiyat Khan S/O Mumtaz Khan R/O Surankot against the post of Orderly, Mohammad Iqbal S/O Mohammad Hussain R/O Sarsot, Mahore, District Udhampur against the post of Chowkidar along with two other candidates,” a statement issued by VOK said.

The statement added that “the then Chairman CARDA Jammu Manzoor Ahmad Shah approved the proposal/recommendation of Anil John Project Officer for the appointment of above mentioned three candidates on stop gap/need basis till confirmation by the Governing body.  Subsequently, upon approval of Anil John, Project Officer, issued the appointment orders of Mohammad Iqbal, S/O Mohammad Hussain R/O Village Sarsot Mahore District Udhampur as Chowkidar vide order No. CARDA/2007-08/756-58 dated 16/02/2008 in pay scale of Rs. 2550-55-3200, Sardar Sikandar Hiyat Khan S/o Mumtaz Khan R/O Surankote Poonch as orderly vide order No. CARDA/2007-08/829-31 dated 25/03/2008, in pay scale of Rs. 2550-55-3200 and S. Charanjeet Singh S/o S. Ujjagar Singh R/o Village Gohdia, R. S Pura, Jammu as orderly vide order No. CARDA/2007-08/804-06 dated 07/03/2008 in pay scale of Rs. 2550-55-3200 and later on S. Charanjeet Singh S/o Ujjagar Singh R/O Village Gondia, R. S Pura, Jammu was adjusted as driver in higher pay scale of Rs. 3050-75-4910 retrospectively without seeking any approval from competent authorities.  It is pertinent to mention here that S. Charanjeet Singh S/o S. Ujjagar Singh R/o Village Gondla, R. S Pura, Jammu was initially proposed to be appointed against the post of Jamadar whereas he was appointed as orderly by Anil John, Project Officer and subsequently adjusted as driver without any revised approval.”

“Vigilance said that the verification has further revealed that Advertisement for the appointment of three post of  Chowkidar/Orderlies was got published in a lesser known Newspaper “The Daily TEEVRA YUG Jammu (J&K)” in order to give less  publicity for filling up the vacancy.  The vacant posts have not been referred to the Recruitment Board.”  Statement added.

“The Govt. of India Ministry of Rural Development has barred DRDA’s from making any direct recruitment but has recommended that the State Govt. shall fill up vacant posts as per their recruitment rules.  Thus the laid down procedure/norms were deliberately ignored by the above mentioned public servants with ulterior motive to cause favouritism and give undue benefit to above mentioned beneficiaries/appointee.” Statement said.

In this connection two case FIRs bearing No. 15/2017 and 16/2017 P/S VOJ have been registered in Vigilance Organization, Jammu.
