Speaker reviews HDF, RKS fund utilization for healthcare in Charar-i-Sharief

SRINAGAR: Abdul Rahim Rather, Speaker of the Legislative Assembly, on Tuesday chaired a meeting of the Hospital Development Fund (HDF) Committee for SDH Charar-i-Sharief, SDH Pakherpora, and SDH Kremchore. The review focused on proposals for utilizing funds in 2026-27.
The Speaker was informed that the HDF is generated from charges for tests, X-ray services, registration, and user fees. These funds are used for paying staff wages, procuring medicines and equipment, hospital repairs, sanitation, and patient care enhancements to improve healthcare services.
All three Sub-District Hospitals in Block Charar-i-Sharief have earned accreditation under the National Quality Assurance Standards (NQAS), demonstrating high standards in patient care. SDH Nagam received the Kayakalp Award for cleanliness last year, while SDH Pakherpora secured the same award this year as the top-ranked hospital in J&K. Charar-i-Sharief hospital has consistently received the Kayakalp Commendation for three years, recognizing its hygiene and service quality.
The meeting also reviewed the proposed use of the Rogi Kalyan Samiti (RKS) Fund for 2026-27, prioritizing improved facilities and patient amenities. The Speaker emphasized the judicious, transparent use of funds strictly per guidelines, focusing on essential medicines, modern equipment, infrastructure, and sanitation.
He urged authorities to ensure efficient resource management, avoid unnecessary expenses, and monitor expenditures regularly to ensure benefits reach the public promptly. Appreciating the staff’s achievements under NQAS and Kayakalp, he called for maintaining high standards of cleanliness and patient care. The meeting was attended by officials including CMO Budgam Dr. Gulzar Ahmad and other hospital representatives.
