Announce Ministerial Employee Day
SRINAGAR: The Jammu & Kashmir All Departments Clerical Staff (Ministerial Federation) and School Education Non-Teaching Employees Forum, under the leadership of President Jeelani Naik, commemorated Constitution Day (Samvidan Divas) at the Convocation Hall of GHSS Kotibagh Srinagar.
The event was graced by Chief Guest Director of School Education Department Kashmir, Naseer Ahmad Wani, along with various dignitaries. The gathering solemnly observed the day on November 26, 2025, honoring the adoption of India’s Constitution by the Constituent Assembly on November 26, 1949. The occasion served as a reminder of the vision of the Constitution’s framers and reaffirmed a collective commitment to justice, liberty, equality, and fraternity in public life.
During his address, Naseer Ahmad Wani emphasized the importance of Constitution Day for government employees, highlighting that the Constitution is the foundation of all laws, rules, and governance principles. He stressed that it defines the structure of the State, fundamental rights, duties, and guides responsible governance.
Jeelani Naik, President of JKADCSA (Ministerial Federation), stated that ministerial and clerical staff play a crucial role in the functioning of government offices through accurate analysis, timely processing, and citizen interface, translating constitutional promises into tangible outcomes.
Basharat Saleem, Chairman SENTEF, added that the dignity, responsibilities, and rights of ministerial staff are closely linked with the constitutional framework, influencing public trust and accountability. Observing this day aims to deepen awareness of constitutional values and promote ethical, citizen-centric governance.
In recognition of their vital role, the Federation and its constituents have resolved to designate November 26 as “Ministerial Employees Day” across Jammu and Kashmir. Celebrating this day alongside Constitution Day underscores that national progress depends not only on policies but also on the dedication and professionalism of the ministerial workforce supporting the administrative machinery.
The event was attended by prominent leaders including Mir Muzaffar, Mushtaq Ahmad, Arshid Ahmad Baba, and thousands of ministerial employees and volunteers. They appealed to the government to acknowledge and enhance the contributions of ministerial employees through fair service conditions, better promotion opportunities, and a respectful work environment. The Federation also called for annual observances of this day to promote constructive dialogue, constitutional awareness, and initiatives to improve transparency and responsiveness in public service delivery in Jammu & Kashmir.
