Federation urges authorities to convene DPC meeting, grant overdue promotions to junior assistants, non-teaching staff
SRINAGAR: The Jammu and Kashmir All Departmental Clerical Staff (Ministerial Federation) has expressed serious concern over the prolonged delay in convening the Departmental Promotion Committee (DPC) meeting for the Secretariat Assistant Training Course (SATC) passed Junior Assistants and other non-teaching employees of Jammu Division.
According to Notification No. 15-S (PSC) of 2025 dated 25-04-2025 issued by the Jammu and Kashmir Public Service Commission (JKPSC), the results of the SATC for Junior Assistants were declared nearly six months ago. Under SRO-272 dated 19-09-2008, SATC-qualified Junior Assistants are eligible for promotion to the post of Senior Assistant, the Federation said in a statement issued here.
Despite fulfilling all formalities and multiple representations, the Directorate of School Education Jammu has yet to hold the DPC meeting, causing unnecessary delay and injustice to the affected employees, it said. Currently, departments including the General Administration and Finance Departments are making temporary arrangements for vacant posts, as permitted under Rule-25 of CCA-Rules-1956, which allows temporary promotions in urgent cases to avoid administrative delays.
However, the Directorate of School Education Jammu has shown reluctance to proceed with the promotions, for reasons that remain unclear, the statement said.
It added, “A deputation led by Mr. Jeelani Naik, President of JKADCS (Ministerial Federation), met with the Director of School Education Jammu, Mr. Naseem Javaid Choudhary (JKAS), who assured immediate redress within a month. A memorandum was also submitted to the Hon’ble Education Minister Ms. Sakina Itoo, who forwarded it to the Director for action. The Minister had announced on Twitter that promotions for a significant number of non-teaching staff would be processed, but no progress has been made so far.”
This delay is causing financial loss and adversely affecting the morale of SATC-qualified Junior Assistants and other categories, who have been awaiting their rightful promotions for over six months, the Federation said.
President Naik urged the authorities to restore the employees’ legitimate rights by convening the DPC, granting due promotions, and ensuring transparency and fairness. He said that timely promotions would boost morale, improve work culture, and enhance efficiency within the Education Department.
