JKTA Baramulla demands inclusion of ReT teachers in transfer policy

BARAMULLA: The JK Teachers Association (JKTA), Baramulla, has submitted a comprehensive representation to the Principal Secretary, School Education Department, Government of Jammu & Kashmir, suggesting key amendments to the Draft Teacher Transfer Policy–2026 to make the policy more transparent, equitable, and teacher-friendly.
District President Mushtaq Ahmad Bhat appreciated the Government’s decision to place the draft policy in the public domain and invite suggestions from stakeholders, describing it as a welcome step towards participatory and transparent governance.
The Association has recommended replacing the vague expression “Administrative Interest” with “Recorded Administrative Necessity” so that every transfer outside the normal transfer cycle is supported by written reasons and reflected on the online transfer portal. It has also urged the Department to strengthen the online transfer system by displaying vacancies, merit points, employee preferences, transfer priorities, and final allotments to ensure complete transparency.
JKTA has further proposed the constitution of a dedicated, time-bound Transfer Grievance Redressal Committee to address teachers’ concerns through reasoned and speaking orders. The Association has also strongly demanded the inclusion of Rehbar-e-Taleem Teachers (RRTs) within the ambit of the Transfer Policy so that they are provided access to the same transparent and merit-based transfer mechanism while safeguarding their service conditions.
Among other recommendations, the Association has sought greater transparency in rationalization and redeployment by publishing school-wise staff strength, student enrolment, Pupil-Teacher Ratio (PTR), and surplus or deficit positions before any rationalization exercise. It has also emphasized that transfers during the academic session should ordinarily be avoided and, where unavoidable, should be accompanied by simultaneous replacement to ensure uninterrupted classroom teaching.
Recognizing the hardships faced by teachers working in snow-bound, border, and other inaccessible areas, JKTA has also recommended additional merit weightage for such postings recommendations before finalising the Teacher Transfer Policy–2026.
