GANDERBAL: Department of Law, School of Legal Studies, Central University of Kashmir (CUKashmir), organized a one-day consultative workshop on “Constitutional Reforms and Marginalized Groups: A Socio-Legal Analysis in Reorganized Jammu and Kashmir” under an ICSSR-funded Major Research Project at the Tulmulla campus here Tuesday.
In her address, Dr. Gulafroz Jan, Asst Prof, introduced the theme and objectives of the workshop, emphasizing the significance of examining constitutional reforms and their impact on marginalized communities in the post-reorganization era of Jammu and Kashmir.
Speaking on the occasion, Prof. Farooq Ahmad Mir, Head and Dean, School of Legal Studies, elaborated on the constitutional dynamics and emerging legal perspectives in reorganized Jammu and Kashmir. He highlighted various categories of marginalized groups, including Scheduled Castes, Scheduled Tribes, women, minorities, persons with disabilities, transgender persons, and economically weaker sections. He discussed the constitutional safeguards available to these communities and various welfare schemes and developmental initiatives introduced by the Central Government for their empowerment and inclusion.
The keynote presentation was delivered by Prof. (Dr.) Arvind Jasrotia, Project Director of the ICSSR Major Research Project and Head and Dean, Department of Law, University of Jammu. He gave a comprehensive introduction to the ICSSR-funded Major Research Project and outlined the broader objectives of the research. He emphasized the need for evidence-based socio-legal studies to assess the impact of constitutional reforms on marginalized communities and highlighted the importance of academic research in informing policy decisions and promoting inclusive governance.
The workshop saw a presentation by Dr. Javaid Rasheed, Asst Prof. Deptt of Social Work, University of Kashmir, on the theme “Marginalized Communities and Social Inclusion in Jammu and Kashmir: Challenges and Prospects in the Post-Reorganization Era.” He discussed the socio-economic challenges faced by marginalized groups and stressed the importance of social inclusion, community participation, and targeted policy interventions to ensure equitable development and social justice.
Dr. Gulafroz Jan, presented a research paper “Statutory Safeguards and Marginalized Communities: A Socio-Legal Perspective on Reorganized Jammu and Kashmir” and focused on the evolving legal framework governing marginalized communities and examined the effectiveness of statutory safeguards in protecting their rights and promoting their socio-economic advancement.
