For Better Governance In Jammu and Kashmir

With a landslide victory, Chief Minister Omar Abdullah faces the challenge of delivering effective governance and development to meet public aspirations

The landslide victory of the National Conference (NC) in the recent elections came as no surprise. Several factors contributed to this outcome. Firstly, the prolonged period of Governor’s Rule positioned the National Conference as the sole prominent political entity in Jammu and Kashmir. Secondly, the early exposure of certain political parties and leaders affiliating with the BJP worked to the NC’s advantage. Lastly, though less significant, the central ruling party had limited viable options in the region beyond the National Conference.

Now, with the National Conference securing a majority and forming the government expectations from the public have risen significantly. The NC has become a beacon of hope for fulfilling the people’s aspirations and demands. However, with this victory comes the responsibility to address critical challenges and deliver on promises made during the election campaign. To maintain the trust of the electorate and secure support for future elections, the NC government must focus on effective governance and the timely execution of development initiatives.

Chief Minister Omar Abdullah known for his proactive and strategic approach must prioritize providing relief to the people on socio-economic issues related to the common people of Jammu and Kashmir. While debates around the major decisions post-abrogation of Article 370 persist, the focus should remain on actionable measures to enhance the welfare and prosperity of the people. With substantial support from both the public and the central government, Omar Abdullah has a unique opportunity to harness this goodwill for the betterment of Jammu and Kashmir.

To strengthen governance, it is imperative to ensure the active involvement of elected representatives in all constituencies. This will enable them to address the needs of their constituencies effectively. A constituency-wise development roadmap, created in consultation with legislators, can harness the unique identity and potential of each region. Every constituency should aim to develop at least one flagship project—whether in tourism, sports, education, healthcare, horticulture or other sectors—to serve as its hallmark and a source of economic growth and engagement.

A recurring issue in the region has been the mismanagement of development projects. Large sums of money are often allocated to initiatives that either face prolonged delays or remain incomplete. Reports highlight instances of lapsed funds and abandoned projects due to flawed planning and execution. For instance, under schemes like Sarva Shiksha Abhiyan (SSA) and now SAMAGRA, several school buildings were constructed but left with incomplete facilities, forcing many schools to merge due to inadequate resources.

To address such inefficiencies, the government must adopt a more focused approach. Instead of spreading resources thinly across multiple projects, it is better to concentrate on completing one project at a time to ensure its sustainability for at least the next decade. A meticulous, well-funded plan can prevent the need for repeated interventions and maximize the impact of development efforts.

Elected representatives must also play a pivotal role in these efforts. They should establish fully equipped offices within their constituencies to engage with the public and facilitate communication with the government. Public consultation is crucial for identifying the unique strengths or “gems” of each constituency, fostering a sense of ownership among the people, and garnering their support for key initiatives.

The recent elections, held after five years of Governor’s Rule, witnessed high voter turnout and heightened public expectations. The people are looking for governance that emphasizes accountability, equitable access to facilities, and impactful initiatives. Major achievements—like those associated with Kashmir University and SKIMS Sura during Sheikh Abdullah’s tenure—become legacies that define governments. The NC can leave a similar legacy if it focuses on creating and implementing a comprehensive plan that addresses the larger needs of the people and sets a new benchmark for development in the region. Let Omar continue the legacy and follow in the footsteps of his grandfather, Sher-e-Kashmir Sheikh Mohammad Abdullah.
