DDC Kupwara reviews District CAPEX, BADP, Deliverables

Asks officers to play proactive role in completion of developmental works

KUPWARA: The District Development Commissioner (DDC) Kupwara, Khalid Jahangir today directed officers of line departments to be proactive and ensure completion of developmental works within the set timelines.
The DDC was addressing a series of meetings, here today to review the pace of progress under District CAPEX, BADP and Deliverables.
He took a detailed review of all sectors and received updated status and feedback from line departments with regard to different phases of works including tendering process, allotment, Administrative Approval Accorded and execution of works.
It was informed that as many as 3019 projects/works have been taken up during the current financial year under District CAPEX Budget, out of which 2474 are new works and 545 are on-going works. He was informed that Administrative Approval was accorded to 2382 works, 1530 works have been tendered while 616 works have been allotted for execution.
The DDC directed the officers to intensify the momentum of their work culture and ensure that all tendering and allotment of works is done within the shortest possible time. He gave timelines for different projects and asked officers to complete the works by August 15, this year. He asked officers to ensure quality standards of the works while execution.
Khalid Jahangir stressed the need for utilizing the public money in a judicious way to create assets for the public. He said, “We are the custodian of public money and are supposed to execute works and create good quality assets”.
The DDC asked officers to submit case wise specific recommendations for evaluation if any they require without wasting any time. He asked officers to synergise efforts and float tenders and start the execution of the works without losing any time.
Referring to the border areas of the district, the DDC asked officers that there is a short span of working season available in the areas like Karnah, Keran, Machill and other hilly areas and enjoined upon them to make more efforts in completion of developmental works there in time.
The DDC directed JD Planning to ask SDM Karnah to check the number of works going on in the Karnah sub division under PHE, I&FC and R&B. He also directed to constitute a team of concerned officers which will check and resolve the issue at Chakla Khumriyal to start the execution of work there under the Education sector.
He also asked Executive Engineer PDD to ensure that solar lights are installed at all 172 locations in the district which has a budget allocation over Rs.10 crore.

The DDC reviewed the pace of progress department wise one by one and was informed that under R&B Division Kupwara, out of 172 works, 161 have been tendered. Likewise, in R&B Division Handwara all the 78 works have been tendered; 82 works have been tendered in R&B SSD Tangdar; 42 works have been tendered by PHE Kupwara; 21 by Minor Irrigation Handwara and 12 by Forest department.

ACD Kupwara informed that out of total 1569 RDD works, 389 works are ongoing, 1180 are new works. He further informed that 1401 works have been tendered while 583 have been allotted.

The DDC asked ACD and BDOs to be very careful in the execution of works as a major chunk of works in the district belongs to the Rural Development Department. He asked them to work in coordination to yield better results at ground level. He also asked them to keep themselves ready for separate review of RDD in coming days.

Khalid Jehangir also reviewed progress of development works under Border Area Development Plan (BADP) and asked concerned officers to accelerate the developmental tempo and ensure completion of all 119 works under the Plan being carried out in different areas of the district.

He said officers have been already emphasized that the sunset date for the completion of these works is September 30, 2022 and asked all concerned officers to ensure completion before the target period. He directed the concerned engineers of JKPCC to ensure completion of 5 Community Centres by August 15.

The DDC also reviewed the progress of Deliverables and got feedback from all officers one by one. He asked officers to take pains in cent percent saturation of the indicators. He asked for nominating KVK Head Kupwara as Nodal Officer for Agriculture and Allied sectors to increase the indicator level.

Regarding promotion of Vermi Compost pits, the ACP informed the DDC that more than 3000 pits are being constructed in the district.

The DDC asked the ACP to personally monitor the things and ensure completion of deliverables within the time frame. He also asked concerned officers to prepare District Sport Plan, District Tourism Plan and District Employment Plan within a week.

He asked all officers and field functionaries to work with added dedication and coordination so that better results could be yielded on ground.

JD Planning, ACD, ACP, Executive Engineers, all District and Sectoral Officers were present in the meeting.
