Directs DC Bla to submit report within 2 weeks

Srinagar: Jammu and Kashmir High Court has directed district magistrate Baramulla to hold an interaction with a jailed youth and his family for recording his satisfaction and framing an opinion about his welfare.
Mohammad Yaqoob Bhat of Palhallan, Pattan, who is a class 12 student with 45 percent disability, was arrested under Public Safety Act allegedly for ‘anti-national activities’ and providing logistic support to militant organizations on February 21.
The court said the magistrate can on the basis of such interaction and undertaking of the family members decide that in case the detenue is given a chance to lead a good life he will not repeat the activities alleged against him.
It directed that the exercise be completed within two weeks and a report be submitted before the court by the District Magistrate on November 28.
It was recorded by the court that it is appropriate to take some ‘out of the box’ measures for reforming the detenue.
“The endeavour of this court is to see that the young boy who is suffering from 45 percent disability and is reading in class 12 be given an opportunity to shun the path he is alleged to have tread and is guided to light so that not only a life is reformed but a message is sent across the length and breadth of the state that reformative measures serve the cause better,” the court noted.
