CS holds Video Conference with DCs

Chief Secretary B B Vyas Tuesday chaired a video conference with Deputy Commissioner (DCs) to review district wise status of implementation of the decisions of the State Level Banker’s Committee (SLBC), taken in its last meeting convened in the month of August, 2017.

Chairman, J&K Bank, Commissioner/Secretary, Rural Development Department, Commissioner/Secretary, Revenue Department and other senior officers participated in the meeting.

Chief Secretary received brief from the DCs regarding the status of digitization of land records, implementation of SARFAESI Act and the status of allotment of land to Rural Self Employment Training Institutes (RSETIs).

In respect of Rural Self Employment Training Institutes (RSETIs), it was informed that except four districts, land issues which were pending for a decade have been settled in all other districts with land having been allotted. DCs of Budgam, Srinagar, Kishtwar and Jammu, where the process is yet to be completed, were directed to complete the same in a mission mode.

To expedite digitization of land records and up-dation of Girdawari, Jamabandi and attestation of mutations, Chief Secretary asked DCs to draw up a plan of activity, setting weekly targets of performance for the revenue officials and submitting the progress reports in this regard to the Revenue Department.

Describing documents of NABARD and J&KEDI as important source of information regarding area specific potential for gainful economic activities for youth, Chief Secretary asked DCs to access these documents and in coordination with representatives of NABARD, J&KEDI, District Lead Banks and RSETIs, draw up a list of such economic activities for financial assistance of youth. 

DCs were further asked to proactively ensure that education loan, housing loan, Kisan Credit Card, Artisan Credit Card and benefits of other credit linked schemes reach the targeted groups. They were asked to hold mass outreach programmes in the districts in cooperation with other concerned agencies.

Regarding inclusion of chapters on financial education in school syllabus, Chief Secretary asked J&K BOSE to ensure that these are incorporated in the school text books and form part of the syllabus from the next academic session.

As a step forward towards financial inclusion of MGNREGA workers, Chief Secretary asked DCs and the Banks to ensure linking of all such workers with the Banking system in the coming weeks.

It was also decided that DCs will be participating in the next SLBC meeting.
