KPS officers complain of ‘raw deal’ in cadre review

 

A day after state government cleared the cadre review of the Kashmir Police Service (KPS) officers, the local cadre officers rued that they have got a raw deal in the cadre review order that was issued by the state Home department.

As per the home department order out of the existing number of posts of the Deputy Superintendents of Police (DSP) only 25 percent of the people will be eligible for promotion to the level of selection grade.

Officials said that this will deprive the police personnel from the promotion benefits. Also the decision of the government not to post the KPS officers on the position of Inspector Generals and Deputy Inspector General’s (DGs) and to reserve only some specific posts for them has left them enraged.  A senior police official said that the “the decision taken in the KPS cadre review are discriminatory.’’

After the cabinet decision, state Home department accorded the approval to review the strength and composition of the Jammu and Kashmir police (gazetted) service. It was ordered that the police service shall comprise of general, telecommunication, photography, police transport workshop, prosecution, Ministerial and stenography.

As per the order 25% of the duty posts of Deputy Superintendents of Police (DSPs) of (Telecommunication, Police Transport Workshop, Stenography and Ministerial) shall be in the selection grade (nonfunctional) of Rs.15600-39100 with Grade Pay of Rs.5600.  A Deputy Superintendent of Police (Telecommunication, Police Transport Workshop, Stenography and Ministerial) having 5 years service as DySP in the relevant cadre will be eligible for placement in the Selection Grade, on the basis of seniority and on the recommendations of the selection committee, subject to the availability of vacancy and other eligibility conditions.

A senior official said that the increase in the grade pay only on the condition of availability of the vacancies will deprive the officers from the benefits of promotions. “ The junior KPS officers will stand deprived of the chances of promotion,’’ said an official.

As per the Home department order 30% of the duty posts of the Superintendents of Police (Telecommunication, Police Transport Workshop, Ministerial and Stenography Cadre) shall be in the Selection Grade (non-functional) of Rs.15600-39100 with grade Pay of Rs.7600. An SP level officer with five years’ service in the cadre of (Telecommunication, Police Transport Workshop, Ministerial and Steno) will be eligible for placement in the selection Grade (non-functional) on the basis of his seniority, on the recommendations of the selection committee and subject to the availability of vacancy and other eligibility conditions. Also a deputation reserve of 10% in each scale has been kept in the prosecution cadre.

As per the order the general cadre will comprise of the junior scale, time scale, selection grade II, selection grade-I, super time scale-(I) and super time scale-(II). The junior scale shall comprise the posts of DSPs falling under direct, promotion quota and the recruitment for this would be made 50 percent through combined competitive examination of Jammu and Kashmir Public Service Commission and 50% by promotion of Inspectors.

The time scale shall comprise the posts of Superintendents of Police (SPs) and equivalent level. 25% of the junior scale posts shall be in the selection grade (non-functional) and a junior scale officer on completion of five years shall be eligible for placement in the selection grade on the basis of seniority and on the recommendations of the selection committee.

A junior scale officer, after completion of 5 years of service and holding the selection grade, shall be eligible for placement in the time scale. 30% of the time scale posts shall be in the selection grade-Il and a time scale officer shall be eligible for placement in the Selection Grade (H) after completion of 5 years service in the time scale or a cumulative gazetted service of 15 years.

A Selection Grade (H) officer shall be eligible for placement in the Selection Grade (1 after completion of 5 years service in the Selection Grade (I) or a cumulative gazetted service of 20 years. As per the order  4  posts in the super time scale-(I) shall be added to the service and a selection grade (l) officer shall be eligible for placement in the said grade after completion of 5 years service or with a cumulative gazetted service of 25 years.

In another discriminatory move it has been noted that a  selection grade (I) officer will be considered for placement in the grade of pay of   Rs.37400-67000 GP Rs.8900  only after the  senior officers in the state police service after having been inducted into IPS have received the DIG grade in IPS. Upon placement in the selection grade the officer will be posted against the identified posts  of DIG Vigilance, DIG Home Guards, Kashmir, Divisional Commandants of Home Guards and Civil Defence.

The government will however redesignate these posts while it has been decided that two posts in the super time scale are also added to the service.

A super time scale-(I) officer with 5 years service in that grade or having a cumulative gazetted service of 30 years shall be eligible for placement in the grade pay of Rs.37400- 67000 GP Rs.l0000 and the officer will be posted against the posts of IGP, Commissioner Civil Military Liaison and IGP, Human Rights, which shall however be re-designated by the Home department.

Moreover the Home department shall identify the posts of Superintendent of Police (selection grade-I) and SP (selection grade-II) for posting of the officers holding these scales.  Moreover the officers in the two scales of super time scale-(I) and super time scale-(II) shall not be designated as DIGs and IGPs. They shall be posted against the vacancies that will be separately notified by the Home department. They shall not be posted against any cadre posts of the IPS and the promotions.
