Govt forms panels on Livestock Health, Disease Control Program

Srinagar: The government on Wednesday formed Union territory Level Committee, District Level Monitoring Committee(s) and Block Level Monitoring Committee(s) for effective implementation of Livestock Health and Disease Control Program in the Jammu and Kashmir.
According to a government order, the 10-member Union Territory Level Committee comprises of Administrative Secretary, Agriculture Production Department as chairman and its members include Chief Wildlife Warden J&K, Director, Panchayati Raj J&K, Director Urban Local Bodies Jammu/Kashmir, Director Finance, Agriculture Production Department,One scientist to be nominated by Director, ICAR-NIFMD, Director, Animal Husbandry Jammu/Kashmir, Secretary, Director, Sheep husbandry Jammu/Kashmir, Joint Director, ARV Lab, R.S Pura Jammu, and Joint Director IAH & BP Zakura Kashmir.
The senior Most Director, Animal/sheep Husbandry shall be the Member Secretary for one year on rotational basis, the order says.
The committee shall meet at least once every two months and may co-opt any member from time to time, as per requirements.
The committee has been tasked to oversee overall activities of the FMD (Foot & Mouth Disease) control program in the UT of J&K; to develop a strategic vaccination plan for successful implementation of the FMD vaccination campaign in the Union Territory; To ensure UT preparedness for conducting the upcoming FMD vaccination campaign in a timely and effective manner; to carry out vaccination micro planning up to the village level one month in advance; to organize awareness campaigns at the UT, district, block, and village levels before vaccination campaign to increase community participation; to ensure the availability of adequate vaccine doses up to the last cold chain point before and during the vaccination campaign; to ensure the availability of adequate number of trained vaccinators, vaccination accessories (tags, applicators, syringes, needles, etc.), and logistics required for the vaccination campaign.
Its terms of conditions also include to conduct a cold chain audit of the Union Territory and formulate an action plan for fulfilling the deficiency, if any; to monitor the progress and performance of the FMD vaccination in the Union Territory; to establish an emergency FMD vaccine bank at the UT level for managing disease outbreak; to carry out seromonitoring and serosurveillance activities as per sampling plan; to implement disease surveillance activity in the UT including developing laboratory Capacity; to conduct outbreak investigations and ensure prompt and effective outbreak management to contain the spread of the disease in case of disease outbreak; to issue disease notification in case of disease outbreak; to submit report on outbreaks, vaccination campaign and seromonitoring/serosurveillance to DAHD in a timely manner; to enforce animal movement control through establishment of inter-State and international check posts including issuing necessary notifications; to ensure uploading of animal registration and vaccination data of the UT on the Bharat Pashudhan Portal; to ensure proper disposal of all used or waste materials, including biomedical waste (syringes, needles, gloves, cotton, vaccine vials, etc.) generated during the vaccination process; to coordinate with neighboring States for conducting vaccination campaign simultaneously and to review internal monitoring reports of the UT Animal Husbandry Department. The district level monitoring committee comprises of 4 members and will be headed by Deputy Commissioner concerned. Block Level Monitoring Committee comprises five members to be headed by Block Development Officer, the order reads.
