ECI shares details of persons not included in Bihar draft electoral roll

NEW DELHI: The Election Commission of India has shared details of persons not included in the Bihar draft electoral roll with political parties to ensure all eligible voters are included in the electoral process.
The information was shared through booth-level lists of electors whose Enumeration Forms were not received, or who were reported to be deceased, permanently migrated, or untraceable.
The ECI provided booth-level lists to recognised political parties through their district presidents and booth-level agents before publishing the draft rolls.
The objective is to request political parties to inquire about such electors in a focused manner and ensure that all eligible voters are included in the electoral roll.
Individuals who do not figure in the draft electoral roll can apply Form 6 along with a declaration to seek their inclusion in the draft roll during the claims and objections period, which is from August 1 to September 1.
The ECI has clarified that there is no statutory mandate to publish a separate list of excluded voters or provide reasons for exclusion.
Voters can check their enumeration form status online using their EPIC number along with contact details of the Booth Level Officer (BLO) concerned.
The ECI shared this information as part of its response to an application filed by the Association for Democratic Reforms (ADR) in the Supreme Court, which sought directions for the publication of a separate list of excluded individuals and the disclosure of reasons for their exclusion. The ECI stated that it shared the booth-level lists with political parties on July 20, well before the draft publication, to allow corrective action.
