Jammu and Kashmir Human Rights Commission Chairman Justice Bilal Nazki Monday directed the state government to provide Rs 10 Lac compensation to human shield victim Farooq Ahmad Dar, sources said.
However, he clarified that he doesn’t have jurisdiction over the army.
Farooq Ahmad Dar was tied to the bonnet of an army jeep and paraded through several villages in Budgam on April 09, the day of bypolls in Srinagar constituency.
