SRINAGAR: Chief Secretary Atal Dulloo on Friday led a high-level review in Srinagar on July 24 to assess the progress of IT and e-Governance projects across Jammu and Kashmir, implemented in collaboration with BISAG-N. The meeting included key officials such as the Commissioner Secretary of IT Saurabh Bhagat, BISAG-N’s Vinay Thakur, administrative secretaries, departmental heads, police officials, and representatives from the National Informatics Centre.
The review focused on evaluating the status of ongoing digital initiatives, identifying bottlenecks, reviewing timelines, and accelerating project completion to enhance transparency, efficiency, and citizen access to public services. The Chief Secretary emphasized that digital transformation is vital for governance reforms, urging departments to ensure timely completion of modules and close coordination with BISAG-N.
He highlighted that all projects should prioritize improving public service delivery, simplifying procedures, increasing accountability, and making services more accessible. Departments were reminded to strictly adhere to timelines, ensure seamless integration of databases, and adopt emerging technologies like Artificial Intelligence (AI) for better outcomes. Continuous monitoring and timely resolution of technical issues were also emphasized.
The meeting reviewed several key projects:
Finance Department’s AI-based GST Analytics and Fraud Detection Portal: The platform has enhanced tax compliance, issuing over 4,300 notices based on analytics, leading to significant revenue recovery. It now features improved reporting and processing modules.
Energy Department’s End-to-End Energy Tracking and Management System (EETMS): Now in the operational phase, the system includes live dashboards, role-based access, and MIS reports. Future phases will incorporate AI and Machine Learning for demand forecasting and predictive maintenance.
Mining Department’s Integrated Mining Surveillance System (IMSS): Using satellite imagery and geo-spatial tech, the system detects illegal mining and monitors mineral transport. Thousands of vehicles are integrated, enabling automated alerts and better enforcement.
School Education Department: The JK e-Pathshala Television Channel broadcasts curriculum content, expanding access to remote students.
Tourism Department: Progress has been made on a redesigned web portal and mobile app, featuring an AI-powered chatbot, tourist info, itinerary planning, and digital payments to enhance visitor experience.
Agriculture Department: Digital initiatives like Kisan Khidmat Ghar, Kisan Sathi, Daksh Kisan, and the JKCIP Portal aim to strengthen agricultural services, monitor schemes, and support farmers with technology.
JK Samadhan Grievance Platform: Substantial improvements have been made; further enhancements are underway to strengthen grievance redressal.
Land Records Modernization: Digitization of Jamabandis and workflow automation aim to improve transparency and efficiency in revenue services.
Other initiatives reviewed included the Single Window System for Recruitment Rules, Cooperative Dashboard, PMAY-Urban 2.0, Youth Engagement Portal, GIS-enabled platforms, and more.
The meeting concluded with directives for early completion of pending projects, increased inter-departmental coordination, and regular reviews to ensure timely operationalization of all digital initiatives across Jammu and Kashmir.
