SRINAGAR: Chief Secretary Atal Dulloo on Friday conducted a detailed review of the progress of key Centrally Sponsored Schemes (CSS) and flagship projects across Jammu and Kashmir. The meeting involved concerned Administrative Secretaries, who presented comprehensive updates on the physical and financial status of their respective schemes, along with challenges, targets, and future plans.
The review covered sectors including education, health, power, digital connectivity, rural and urban development, housing, social welfare, tourism, water supply, transport, fisheries, and infrastructure. The Chief Secretary emphasized that effective implementation of these schemes is vital for improving public service delivery and fostering inclusive socio-economic growth in the Union Territory.
He urged departments to closely monitor progress, remove bottlenecks proactively, and ensure optimal use of funds. Highlighting the importance of timely project completion and beneficiary saturation, Dulloo stressed sustained field supervision to ensure benefits reach every deserving citizen. While acknowledging progress in several programmes, he called for increased urgency to meet milestones within deadlines, and for robust monitoring, better coordination, and regular inspections to ensure quality and accountability.
Dulloo directed all departments to track both physical and financial progress, resolve issues promptly, and maintain continuous engagement with the Government of India for approvals and fund releases.
In education, notable advancements were reported under the Samagra Shiksha scheme and PM SHRI Schools, with increased focus on digital transformation, smart classrooms, ICT labs, Atal Tinkering Labs, vocational training, inclusive education, early childhood care, and infrastructure development. The Skill Development Department shared that over one lakh youth have received industry-oriented training under PMKVY, and initiatives under PM-SETU are underway to modernize Industrial Training Institutes.
The power sector review highlighted progress under PM Surya Ghar Muft Bijli Yojana, with many rooftop solar installations already operational, reducing electricity costs for beneficiaries. Solarization of government buildings is also progressing rapidly to promote clean energy. Additionally, efforts under the Revamped Distribution Sector Scheme (RDSS) and Smart Metering are underway to improve efficiency, reduce losses, and ensure reliable power supply.
In digital connectivity, the BharatNet Project is making significant headway, expanding high-speed broadband to rural areas through survey and execution work across Gram Panchayats. The 4G saturation project is also progressing, aiming to improve connectivity in remote regions.
Financial inclusion initiatives such as Pradhan Mantri Jan Dhan Yojana and Jeevan Jyoti Bima were also reviewed, with a focus on expanding banking access, insurance coverage, and beneficiary enrollment. The Chief Secretary emphasized intensified outreach to achieve saturation of these schemes.
The Social Welfare Department reported progress on maternal and child health schemes, including PM Matru Vandana Yojana, Saksham Anganwadi Centres, and POSHAN 2.0, with an emphasis on timely beneficiary processing and departmental convergence.
The review also covered Jal Jeevan Mission, PMAY (Urban and Rural), Swachh Bharat Mission, Ayushman Bharat, National Health Mission, AMRUT, tourism infrastructure, fisheries, and transport connectivity.
Dulloo reiterated the need for transparent, accountable, and results-oriented implementation to ensure that the developmental benefits of these flagship programmes reach every region and community in Jammu and Kashmir.
