New Delhi: Prime Minister Narendra Modi on Thursday chaired a crucial high-level review meeting involving Union Cabinet ministers, ministers of state with independent charge, and ministers of state, shortly after returning from his five-nation diplomatic tour spanning the UAE, the Netherlands, Sweden, Norway, and Italy.
The extensive meeting, which stretched for several hours in the national capital, focused on governance performance, economic preparedness, welfare delivery, and the possible impact of the escalating West Asia conflict on India’s economy and energy security.
The meeting, viewed within government circles as a major mid-term stocktaking exercise of the Modi government’s third consecutive term, brought together the entire ministerial leadership for detailed presentations on the performance of their respective ministries and flagship programmes. Ministers were instructed to remain in Delhi for the review, underlining the importance attached to the deliberations at a time of growing global uncertainty.
According to sources familiar with the proceedings, the Prime Minister reviewed implementation progress across key sectors including infrastructure, rural development, healthcare, education, housing, employment generation, digital governance, and welfare delivery. Ministries presented report cards highlighting achievements, pending challenges, and future action plans aimed at improving administrative efficiency and last-mile delivery of government schemes.
“The exercise is aimed at evaluating governance outcomes and ensuring that flagship programmes continue to deliver effectively at the grassroots level,” a senior government functionary said. “There is also a strong emphasis on improving coordination among ministries and sharpening delivery mechanisms.”
The review comes at a politically significant moment, days after the government marked 12 years since the May 16, 2014 Lok Sabha election results that brought the Bharatiya Janata Party-led National Democratic Alliance to power under Modi’s leadership. Since assuming office, the Modi government has consistently projected its tenure as a period of transformative governance driven by welfare expansion, infrastructure growth, digital reforms, and India’s enhanced global standing.
Officials indicated that Thursday’s deliberations carried both administrative and political significance, helping the government assess governance outcomes while also preparing for the next phase of outreach and policy execution. Sources described the exercise as part of a broader effort to calibrate governance priorities as the administration approaches the midway mark of its current term.
A major portion of the discussions reportedly focused on the evolving crisis in West Asia and its implications for India’s economy. The meeting reviewed the impact of ongoing tensions involving Iran and wider regional instability on global crude oil prices, maritime trade routes, inflationary pressures, and supply chains. Particular concern was expressed over the security of maritime transit through the strategically critical Strait of Hormuz, through which a substantial portion of the world’s oil shipments pass.
“The government is conscious of the global uncertainties and their domestic implications,” another source said. “Economic resilience, welfare protection, and strategic preparedness are expected to remain key themes during the deliberations.”
The review took place amid rising fuel prices across India following volatility in global energy markets. Earlier this week, petrol and diesel prices were increased for the second time in less than a week. In Delhi, petrol prices rose by 87 paise to Rs 98.64 per litre, while diesel prices climbed by 91 paise to Rs 91.58 per litre. Similar increases were recorded in Mumbai, Chennai, and Kolkata. The hikes followed an earlier increase of Rs 3 per litre on May 15, amid elevated crude oil prices linked to tensions stemming from the US-Israel-Iran conflict earlier this year.
Government sources said the leadership is closely monitoring the economic fallout of the global energy situation, particularly its impact on inflation, logistics, transportation costs, and household budgets. Discussions also included contingency planning and measures to strengthen economic resilience against external shocks.
Earlier, Prime Minister Modi had urged citizens to contribute towards reducing India’s dependence on imported fuel by embracing sustainable alternatives and adopting more efficient transportation habits. He appealed to people to make greater use of public transport, carpooling, railways for goods transportation, and electric vehicles wherever feasible.
Sources said the review also assessed progress on flagship welfare schemes and infrastructure projects that have formed the backbone of the government’s governance narrative over the past decade. Ministries were expected to present timelines for upcoming initiatives and strategies to improve delivery outcomes at the grassroots level.
Over the last 12 years, the Modi government has repeatedly highlighted achievements in welfare saturation, technology-driven administration, direct benefit transfers, digital public infrastructure, highways, railways, housing, sanitation, and financial inclusion as defining elements of its governance model. Thursday’s meeting is seen as part of an effort to reinforce accountability within the government while preparing for future policy and political priorities.
The gathering has also intensified speculation about a possible cabinet reshuffle and structural reorganisation within the government. Political circles in Delhi have been abuzz with indications that the meeting could be the final comprehensive review involving the current ministerial lineup before a potential expansion or reshuffle aimed at recalibrating governance and political strategy ahead of upcoming electoral contests.
While there was no official confirmation regarding any imminent changes, the timing and scale of the review have added to expectations that the leadership may undertake administrative restructuring in the coming weeks.
