JKADCSA aghast at delay in promotions of J&K’s non-teaching staff

JAMMU: The Jammu & Kashmir All Department Clerical Staff Association (JKADCSA), led by President Jeelani Naik, has voiced serious concerns over what they term as “negligent and indifferent” handling of their legitimate promotion claims.
Despite assurances from the Education Minister, the prolonged delay in issuing promotion lists for non-teaching employees of the Directorate of School Education Jammu (DSEJ) has exposed a stark case of administrative neglect, Naik said in a statement issued here
“The continued inaction by the DSEJ reflects a disturbing level of administrative apathy,” Naik said. “Despite clear directives and commitments, hundreds of clerical employees are still waiting for their rightful promotions, which have been pending since April 2025.”
The Association said the clerical cadre has been awaiting promotional benefits since the Jammu and Kashmir Public Service Commission (JKPSC) declared the results of the SATC course in April 2025. Since then, there has been no finalisation of promotion lists, adversely impacting the careers and morale of the employees, it said.
The JKADCSA said their efforts to seek redress have included meetings with senior officials, including the Deputy Minister, the Education Minister, and the Director of School Education, Jammu. A delegation led by Naik, along with other representatives, also submitted a detailed memorandum to the Secretary of School Education, urging immediate intervention.
The Secretary had directed the Director to ensure that all pending Departmental Promotion Committees (DPCs) be finalised by November 20, 2025, the Association said. While the DPCs for the clerical cadre were conducted as instructed, the DSEJ has yet to notify or publish the promotion lists, raising questions about the sincerity of the administrative efforts, it added.
“The delay in notification not only defies the assurances given but also amounts to a grave injustice,” Naik said. “It is a clear reflection of the lack of urgency and concern within the department.”
The Association has called on the Secretary of the School Education Department to intervene directly to ensure the immediate issuance of promotion orders, asserting that such acts are protected under the Indian Constitution. “Justice delayed is justice denied,” it asserted, warning that further inaction will compel them to organise protests against what they describe as an unjust and dismissive attitude of the DSEJ.
