J&K clerical staff demand promotion of SATC-qualified Junior Assistants in PDD,other depts

Federationraises concerns over prolonged delays in DPC meetings, urges authorities to expedite promotions

SRINAGAR: The Jammu and Kashmir All Departmental Clerical Staff (Ministerial Federation) has raised serious concerns over the excessive delay in the promotion of SATC-qualified Junior Assistants and other categories of the ministerial cadre in the Jammu and Kashmir Power Development Corporation Limited (KPDCL/PDD), Finance, Law, Justice, and Parliamentary Affairs departments.

The Federation expressed its concern regarding the significant delay in convening the Departmental Promotion Committee (DPC) meeting for the promotion of Junior Assistants who have cleared the Secretariat Assistant Training Course (SATC). According to Notification No. 15-S (PSC) of 2025 dated April 25, 2025, issued by the Jammu and Kashmir Public Service Commission (JKPSC), the results of SATC for Junior Assistants were declared nearly six months ago. Under SRO-272 dated September 19, 2008, it is explicitly stated that SATC-qualified Junior Assistants are eligible for promotion to the position of Senior Assistant.

It is pertinent to note that these Junior Assistants qualified in the SAC examination approximately seven months ago, fulfilling all eligibility criteria for promotion under the relevant recruitment and promotion rules. The SAC qualification is a crucial milestone in the career development of clerical staff, aimed at recognizing competent personnel and elevating them to higher responsibilities. Despite their meritorious achievement and the passage of time, their well-deserved promotions have not yet been granted. This prolonged delay has resulted in discouragement and dissatisfaction among the affected employees, adversely impacting their morale and potentially hampering their productivity.

Moreover, it is concerning that hundreds of posts of Senior Assistant in the aforementioned departments remain vacant for a long period. This vacancy situation persists despite the presence of eligible and qualified candidates ready for promotion. The delay in filling these posts is causing frustration within the cadre and hampering departmental functioning.

In view of the above, and considering the assurances given during previous meetings along with the urgent administrative need to fill these vacancies, the Federation has urged the Chief Engineer, M&RE Kashmir/Jammu; Director, Accounts and Treasuries; and Secretary, Law, Justice and Parliamentary Affairs to expedite the promotion process and ensure that SATC-qualified Junior Assistants are promoted to the post of Senior Assistant at the earliest.
