Srinagar: In a significant administrative move, the Government of Jammu and Kashmir has executed a comprehensive transfer order affecting more than 90 officers across the Union Territory’s financial administration. The transfers, which took effect today, encompass a wide range of departments and levels, from senior director positions to treasury officers, aiming to streamline financial management and ensure effective oversight across government sectors.
The reorganization begins at the top, with Mr. Rajesh Talwar transitioning from Law, Justice & Parliamentary Affairs to become Principal of the Northern Zonal Accountancy Training Institute in Jammu. His predecessor, Ms. Bharti Sambhyal, has been appointed as Director of Finance at Sher-e-Kashmir University of Agricultural Sciences and Technology in Jammu. Similarly, Mr. Imtiyaz Ahmad Wani, previously managing Transport and Labour & Employment, has been reassigned as Director Resources in the Finance Department.
In the education sector, notable shifts include Mr. Abdul Majid Bhat moving from Higher Education to the General Administration Department, while Mr. Satnam Singh transitions from Tourism & Culture to Disaster Management, Relief & Rehabilitation. Mr. Ashok Kumar shifts from GAD to Food, Civil Supplies & Consumer Affairs, reflecting broad administrative restructuring.
Additional key transfers involve officers like Mr. Latif Ahmad Poswal, moving from Jal Shakti to the Home Department; Mr. Manzoor Ahmad Wani, reassigned to Sher-i-Kashmir Institute of Medical Sciences; and Mr. Madan Lal, overseeing Science & Technology alongside Cooperative Department responsibilities. Officers such as Mr. Ramesh Singh and Ms. Sukhwant Kour Sasan have been posted to educational institutions and departments, while others like Mr. Haroon Ahmad Bhat and Mr. Neeraj Gupta have taken on roles in SKUAST-Kashmir and Jammu Power Distribution Corporation Ltd., respectively.
Among the notable transfers are Mr. Arshid Ahmad Lone, who has been appointed as Chief Pay & Accounts Officer for Kashmir Power Distribution Corporation Ltd, and Mr. Altaf Hussain Hajam, who moves to serve as Chief Accounts Officer of the District Fund Office in Srinagar. These placements are part of routine administrative adjustments to ensure officers with experience are positioned in critical financial oversight roles.
The order also confirms Mr. Kulbhushan Kumar’s appointment as full-time Director of Finance for the School Education Department, and shifts for officers such as Mr. Intikhab Ahmad Sheikh from SKIMS to Law, Justice & Parliamentary Affairs, and Mr. Syed Shabir Ahmad managing finances at Kashmir Power Distribution Corporation Ltd. Multiple reassignments at the level of Financial Advisor and Chief Accounts Officer have also been executed, including Mr. Manav Gupta moving from Home to Jal Shakti, and Ms. Rashim Deepika shifting from Science & Technology to Tourism & Culture.
Treasury operations see significant changes as well, with officers like Mr. Yasir Arafat moving to the role of Joint Director (Central) Audit, and Mr. Sareer Ahmad Mir taking on additional responsibilities at the District Fund Office, Ganderbal. Other transfers include postings in medical colleges, social welfare departments, and anti-corruption bureaus, ensuring a broad distribution of experienced officers across key financial and administrative sectors.
