Kashmir non-teaching school employees to protest over unfulfilled promotion promises

SRINAGAR: Non-teaching employees of the School Education Department in Kashmir have announced their plan to hold a peaceful protest on October 20, 2025 (Monday), followed by mass casual leave and protest leave starting from October 22, 2025 (Wednesday).

The protest is a response to the ongoing delay in their promotions despite assurances from the authorities and the completion of all formalities, the employees said.

The employees are protesting against the undue delay in issuing promotion orders for non-teaching staff, even after the Departmental Promotion Committee (DPC) has finalized and signed all necessary formalities long ago.

The delay comes despite a commitment made by the Education Minister via her Twitter handle and social media, where she assured the filling of all non-teaching posts.

The staff alleges that, unlike their counterparts in the teaching cadre, who have already received their promotions, the non-teaching staff continues to face discriminatory treatment.

The employees pointed out that promotions for various categories—including Junior Assistants to Senior Assistants, Senior Assistants to Head Assistants, and Head Assistants to Section Officers—have been approved and cleared by the DPC over six months ago, yet no orders have been issued as of October 19, 2025. This situation has caused frustration and a sense of betrayal among the staff, who have long been awaiting their due rights.

The non-teaching employees have called on the Minister and the Director of School Education Kashmir to fulfill their promises and expedite the issuance of promotion orders. They emphasized that their protest and leave are aimed at seeking justice, equality, and administrative integrity.

If their demands are not addressed promptly, the employees stated that they will proceed with their planned protest and mass leave, which could impact departmental functioning across the Kashmir division. They urged the authorities to uphold principles of fairness and ensure the timely promotion of all eligible non-teaching staff.
