SENTEF, JKADCSA condemn ‘unauthorized’ transfer of teaching staff in Kashmir

SRINAGAR: The School Education Non-Teaching Employees Forum (SENTEF), together with the Jammu & Kashmir All Departments Clerical Staff Association (JKADCSA), expresses grave concern and unequivocal condemnation regarding the recent controversial directive issued by the Directorate of School Education Kashmir (DSEK) vide Order No. DSEK/IMW/197-25/TS/1538-41 dated 26/07/2025. The said order arbitrarily assigns teaching staff including lecturers, masters, and teachers to clerical and non-teaching assignments in the DSEK, CEO, and ZEO offices.
This action directly contravenes the explicit instructions contained in Government Order No. 1691-JK(Edu) of 2021, dated 10/12/2021, as well as various circulars and communications from the General Administration Department (GAD) and the School Education Department, which unambiguously prohibit the deployment of teaching personnel for non-teaching duties. The highest authorities—including the Lieutenant Governor, the Education Minister, and the Commissioner/Secretary—have reiterated through multiple directives that teaching faculty shall not be utilized for clerical or administrative roles. These standing orders are intended to safeguard academic integrity and ensure that valuable teaching resources are dedicated exclusively to education.
It is regrettable that, as noted in the SENTEF circular dated 2/7/2025, the Directorate of School Education Jammu (DSEJ) continues to adhere to these government norms, whereas the Directorate of School Education Kashmir (DSEK) has violated them by transferring clerical staff to schools and substituting them with teachers in administrative postsan act described as an “unconscionable inversion of roles and orders of higher authorities” and an “apparent affront to institutional discipline.”
The JKADCSA and SENTEF leadership—including Mr. Jeelani Naik, Mr. Ashish Sharma, Mr. Mir Muzaffar, Mr.s Gurmeet Singh, Mr, Bashrat, Mr. Ashraf Khan, Mr. Jagdesh Thoker, as well as all district presidents, has strongly condemned the DSEK order. The leaders warn that this illogical reshuffling undermines education, misuses human resources, and is in complete disregard of the Government Policy and orders issued into the matter from time to time.
JKADCSA and SENTEF jointly urge immediate redressal of the issue by withdrawal the order. We call on the Hon’ble Lieutenant Governor, Hon’ble Chief Minister, Hon’ble Education Minister, and the Commissioner/Secretary to the Government Education Department to intervene and restore the sanctity of clearly defined roles as mandated by the above-cited government orders. If the administration fails to act, the associations will have no option but to embark on peaceful agitation to defend the dignity, rights, and professional responsibilities of their members.
