Srinagar: Jammu and Kashmir Legislative Assembly on Friday issued a provisional calendar for the sittings of its Budget session which is scheduled to begin with the Governor’s address on March 3.
For the first time in seven years, an elected government will present the budget on March 7. The last J&K budget was presented in the Assembly on January 11, 2018, by Dr Haseeb Drabu, the erstwhile finance minister of the PDP-BJP government, for financial year 2018-19, worth Rs 80,313 crore. It would be the second session of the J&K Assembly after formation of the Omar Abdullah government. The first session was held in November, when the government passed a resolution calling for restoration of special status to J&K.
According to a communication issued here today by Speaker J&K Assembly Abdul Rahim Rather, the Budget session discussion on motion of thanks on Governor’s address will be on March 4 and 5 while discussion on motion of thanks on LG address and reply thereof will be conducted on March 6, stated the document.
The Presentation of Annual Financial Statement of Expenditure for the Year 2025-26 will be on March 7. The same date has been fixed for Presentation of Supplementary Statement of Expenditure for the Year 2024-2025
On March 8, there will be General Discussion on Budget and March 9 is HOLIDAY. On March 10 there will be General Discussion on Budget and on March 11, there will be General Discussion on Budget and reply thereto. March 12 and 13 have been fixed for Demands for Grants while there will be HOLIDAY (HOLI) on March 14. On March 15, there will be Demands for Grants
And March 16 is HOLIDAY. Demand for grants shall continue from March 17 to March 24 with holidays on account of Novroz on March 21 and Holiday (Sunday) on March 23, March 25 has been kept for appropriate Bills while April 7, 8 and 9 have been fixed for Private members Resolution, Bills and Resolutions respectively. April 10 is holiday and the last day of the session on April 11 has been fixed for government business.
Last month, the Assembly Secretariat requested the members not to send more than 10 starred and 10 unstarred questions in relaxation of Rule 32 of the Rules of Procedure and Conduct of Business and not more than three bills in relaxation of sub-rule (3) of Rule 65 of the Rules of Procedure and Conduct of Business by or before February 10.
The members were also asked not to send more than four resolutions in terms of Rule 174 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before February 16. J&K MLAs have reportedly submitted 800 questions, 80 bills.
