Govt forms High Level Committee for monitoring DPC in all departments

Srinagar: The government on Monday constituted a High Level Committee for monitoring the conduct of Departmental Promotion Committees across all Departments in the Jammu & Kashmir.
Headed by Shantmanu, IAS, Financial Commissioner (Additional Chief Secretary) Higher Education Department, the members of the committee include Shaleen Kabra, IAS, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department , Santosh D. Vaidya, IAS, Principal Secretary to the Government, Finance Department, M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department and Achal Sethi, Secretary, Department of Law, Justice & Parliamentary Affairs Department
The committee has been tasked with to monitor timely conduct of meetings of Departmental Promotion Committee(s) across all Administrative Departments and their sub-ordinate offices;
Also, the panel has been tasked with to address issue of stagnation and chalk out roadmaps for career progression of members of various services.
Lastly its terms of references is to address the issue of timely filling of promotional vacancies, so as to obviate the need of ad-hoc promotions and assignment of additional charges;
“The committee shall be serviced by the concerned Departments, which shall also record decisions taken therein for further action and submission of consequential action taken reports to the General Administration Department for appraisal of authorities.”
Last week, Chief Secretary, during a meeting, took note of the Departmental Promotion Committee (DPC) meetings held by the departments both at administrative and HoD level for the Gazetted and Non-Gazetted posts.
He had impressed upon the departments to conduct DPCs on regular basis for the employees who deserves career progression while performing their assigned tasks. He had asked about the employees placed on higher grades in OPG mode and their subsequent promotions on regular basis.
