LS polls: DM Bandipora orders ban on use of official vehicle by pol parties, candidates

BANDIPORA: In terms of the instructions from Election Commission of India, the District Magistrate/ District Election Officer (DM/DEO) on Sunday ordered that there shall be a total ban on use of official vehicle by any political party, candidate or any other person connected with election (except officials performing any election related official duty) for campaigning, electioneering or election related travel during elections (subject to certain exception), within territorial jurisdiction of district Bandipora, till the culmination of General Elections to Lok Sabha-2024.
“It is further clarified that the expression official vehicle means and shall include, any vehicle used or capable of being used for the purpose of transport, whether propelled by mechanical power or otherwise and will include trucks, lorries, tempos, jeeps, cars, auto rickshaws, e-rickshaws, buses, belonging to Central Government, State Government/ UT Administrations, public undertakings of Central/ State Government, Joint sector undertakings of Central/ State Government, local bodies, municipal corporations, marketing boards, cooperative societies or any other body in which public funds, however small a portion of the total, are invested,” read the order.
The order further reads that these instructions shall be strictly adhered to by all concerned Government departments, political parties, candidates, etc.
Sr. Superintendent of Police, Bandipora and Additional District Magistrate, Bandipora (Nodal Officer-MCC), have been designated to ensure implementation of these instructions in letter and spirit.
Meanwhile, in view of Lok Sabha Elections-2024, the District Magistrate/ District Election Officer (DM/DEO) Bandipora, Shakeel ul Rehman on Sunday ordered that all printing presses, operating within territorial jurisdiction of District Bandipora, shall indicate clearly in the print line the names and addresses of printer and publisher of any election pamphlets or posters or such other material printed by them.
An Order No. 31-DEO/Bpr of 2024 Dated: 16-03-2024 reads that in terms of section 127A of Representation of People’s Act, 1951, and in pursuance of the instructions contained in para 5 (1) (a), (b) and (c) of the letter No. 3/9/(ES00S)/94-J.S.II dated 2nd September, 1994 from Election Commission of India, it is hereby ordered that all printing presses, operating within territorial jurisdiction of District Bandipora shall indicate clearly in the print line the names and addresses of printer and publisher of any election pamphlets or posters or such other material printed by them.
Further, these printing presses shall also send the copies of the printed material (along with three extra copies of each such printed material) and the declaration obtained from the publisher as required under Section 127 A(2), to the office of District Election officer, within three days of its printing.
It is also enjoined upon the concerned printing press owners/operators that any violation of the provisions of section 127 A of Representation of People’s Act, 1951 and the above instructions of Election Commission of India would be viewed very seriously which may in appropriate-cases include even the revocation of the licence of the printing press.
