Show-cause notice to 7 officials for participating in public protests

JAMMU: The J&K Government on Thursday issued show-cause notice to seven officials who were working on probation period in different departments for violation of service conduct rules.
According to the order issued by the General Administrative Department (GAD), the probationers who were appointed under Jammu and Kashmir Special Recruitment Rules 2015 (notified under SRO-202 of 2015) reportedly participated in frequent protests at public spaces and denounced the terms and conditions of service as contained in the Jammu and Kashmir Government Employees (Conduct) Rules, 1971.
The order stated that in exercise of the powers conferred by Rule 21 of the Jammu and Kashmir Civil Service (Classification, Control & Appeal) Rules, 1956, the Appointing Authority, at its discretion, may suspend the probation of a probationer and that a probationer can be discharged from service at any time before the expiry of the prescribed period of probation without having recourse to regular inquiry and that the provisions of Article 311 of the Constitution are not applicable to a probationer.
Accordingly, show-cause notice was issued to Muneer Hussain, Junior Engineer JPDCL, Dr Arif Hussain, LDC Durbukh Leh, Sanjeev Singh, Medical Officer PHC Budhal Rajouri, Dr Shafeen Majeed Koul, Medical Officer PHC Jandrah Jammu, S Amandeep Singh, Patwari, Office of Deputy Commissioner Jammu, and Amir Tariq, Junior Assistant GAD.
The probationers have been asked to explain why their period of probation may not be terminated and they be not immediately discharged from the service.
They have been directed to send their replies to the show-cause notice to the office of Deputy Secretary, GAD, within a period of 7 days, failing which it shall be presumed that they have nothing to say in the matter and action as warranted under rules shall be taken without any further notice.
