Fill vacancies in JJBs by April: High Court orders government

Srinagar: The J&K High court directed Mission Director, Integrated Child and development scheme (ICDS) to ensure that the appointments be made in Juvenile Justice Boards (JJBs) by the April 20 in order to make them functional.
“In case the appointments were not made by this time, the Mission Director (ICDS) shall remain present before court to explain its position on the matter,” the division bench of Chief Justice Gita Mittal and Justice Dhiraj Singh Thakur directed.
It was recorded that despite the previous court orders (on 21 October 2019 and 29 November 2019), no steps have been taken for filing up the vacancies under Juvenile Justice Act.
The court said, “On 21 October, last year we were informed by government counsel that the vacancies will be completed but to this date nothing has come out.”
The counsel had submitted that the process of selection to the various posts required consideration under the Juvenile Justice Act is under active consideration.
“The process shall be positively completed within two months from today and action take report in this behalf be placed before us on the next date of hearing,” the court had directed.
The court on Tuesday directed that authorities should take immediate steps for completion of selection list of candidates and place report before this court.
Earlier, the court had directed the respondents to place the compliance of the court orders as well as the requirements of law in a tabulation setting out the staff position, institution-wise.”
The court had directed in case the recruitment processes are underway, the respondents shall, in the tabulation, set out the dates and steps taken for the same as well as the dates on which the recruitment would be completed.
“The respondents shall also in tabulation give the details of the Village Level and District Level Protection Committees. It shall also inform about the operationalization of Video Conferencing facilities between the Observation Homes as well as the Juvenile Justice Boards,” the court ordered.
