Govt cancels 2015 job advt for 3 Research Assistants

Srinagar: Citing violation of recruitment procedure, the Jammu and Kashmir government has cancelled a notification for 3 Research Assistant posts advertised nearly four and a half years ago under the then PDP-BJP coalition government.
The Science Technology and Innovation Council (ST & IC) administered by the Science and Technology Department had advertised the posts on October 14, 2015, and had fixed Master’s degree in Science or Bachelor’s degree in Engineering or its equivalent as the minimum qualification.
A total of 790 candidates including 530 from Kashmir region, 200 from Ladakh, and 51 from Jammu had applied for the posts.
However, it has been learnt that the job advertisement had been issued in violation of recruitment rules. A notice issued recently by Joint Director ST & IC in this regard said that the three posts had been advertised without specifying any reservation category and the respective cadre under which they were advertised.
The 2015 advertisement notification had also not clarified whether the posts had been advertised under direct recruitment or deputation quota. It had also not clarified the procedure to be followed for awarding the 10 points to be given for experience, the recent ST & IC notice said.
The notice said that the procedure adopted for selection of eligible candidates was “quite contradictory to the procedure as laid down in recruitment rules”.
Besides, one of the Research Assistant posts has also been transferred to the Union Territory of Ladakh after bifurcation of the erstwhile J&K state into two union territories in October last year.
Now the candidates who had applied for the posts have been asked to apply afresh, as the posts shall be notified separately. Those claiming candidature without paying new fees shall have to produce the proof of having applied earlier.
Pertinently, in early December last year, the Jammu and Kashmir Energy Development Agency (JAKEDA), which is also administered by the Science and Technology Department, also cancelled the recruitment of 77 technical and engineering posts more than two years after advertisement in view of alleged impropriety in the recruitment process by senior officials in the J&K Science and Technology Department.
An order issued in this regard said that the engagement of Gurgaon-based consultancy firm, ‘LM Energy and Software Private Limited’, for conducting the written test for the posts had been done in a “non-transparent manner”.
