GAD issues guidelines for Aadhaar registration, updation

The General Administration Department (GAD) has come up with guidelines for those who are going to apply for new Aadhaar Cards and for the people who already have got their Aadhaar Cards but have to make corrections in the demographic data.

The order issued by GAD vide No.GAD (Adm) 10/Census/NPR20 1-IV (Part II/663) under subject, restarting of Adhaar under UIDAI process, reads that GAD has received a communication from the Information Technology Department wherein copy of the Standing Operating Procedure (SOP) for Aadhaar enrolment has been forwarded for its circulation amongst all the Deputy Commissioners, Administrators of Municipal Corporations and Municipal Committees of the J&K State for strict compliance.

The order is enclosed with the copy of guidelines from the department of Information and technology, Government of Jammu and Kashmir, and has been forwarded to all the Deputy Commissioners /Administrators of Municipal Corporations and Municipal Committees of the J&K State for immediate compliance.

“There are residents who have missed, both the rounds under NPR Scheme; there may be residents/households who might have migrated in the local areas after completion of the above rounds; similarly, there may be other cases which can be classified left out; likewise addition of members in the existing households and children in the age group of 0-5 years have not been covered in earlier, under RGI regime. These categories of residents also require enrolment under the Aadhaar. Besides, there might be corrections/updation, in the demographic and biometric data of Aadhaar cards, which requires rectification/updation,” the order copy of department of Information and technology, Government of Jammu and Kashmir reads.

“3 For the residents already mentioned in the NPR database, Enumerator/ Tehsil Clerk will distribute their pre-enrollment IDS as per the LRUR/NPR register. He will note the TIN Number thereof on the enrolment form. The already filled in NPR forms are to be kept readily available, so that when the residents come, they need to get copy of this form from the concerned Clerk of Tehsil. After that stamp size photograph be pasted on the form duly attested by TehsildarINT, before capturing his biometric for Aadhaar. In case, this is not possible for some genuine reasons, the Pol and PoA notified by the State Government with the concurrence of UIDAI shall be produced by the residents,” the order further adds.

For the process for enrollments of the residents, who are already in the NPR register but have not been enrolled or rejected the order says “Bonafide resident in this case will carry pre-enrollment IDITIN number issued by enumerator1 Tehsil Clerk and will show to the Aadhaar operator, who will populate same from the NPR data base and record TIN number on the Po1 and PoA and carry enrollment by scanning copy of the POI, PoA list notified by State Government with the concurrence of ULDAI. In case no POI, PoA is available, NPR form with photograph duly certified by Tehsildar shall be treated as POI, PoA. Aadhaar operator will issue printed acknowledge slip to the usual resident and one copy will be scanned with packet. The agency will generate CSV file for enrollment and updation of NPR Register.”

As per guidelines, documents that have been decided to be entertained as Proof of Identity are: Passport, PAN Card, Voter ID Card, and Pension Photo Card (in case of retired Central State Government Employees).

Documents that have been decided to be entertained as Proof of Address are: Passport, Voter ID Card, Passport of spouse, Passport of parents (in case of minor), Permanent Residential Certificate issued by competent authority.

Documents that have been decided to be entertained as Proof of Relationship are: Passport, Birth Certificate issued by the competent authority under the Registration of Birth and Death Act, like Municipal Cooperation and other notified local bodies.
