Irregularities surface in employment of casual laborers

State government has come across irregularities and lapses in the employment of casual laborers who have been provided the wages without following the norm of registering them using Adhar cards.

The Finance department has warned officers of serious action after it came across the lapses here recently as the officers have not followed instructions to ensure that there was no bogus payments made to the casual labourers, sources said.

As per the order issued by the government earlier this month, Commissioner Secretary Finance, Navin Choudhary has listed out the number of irregularities in the employment of casual, seasonal labours and workers (CSLWs) by different departments. The government has taken a strong note that the instructions about the aadhar based biometric identification and skill profiling of (CSLWs) have not been followed.

“ Quite a large number of departments have failed to furnish the relevant information by the last date fixed for online registration despite clear-cut instructions to have the entire process completed by month of May, 2017. However, in view of various representations received for extending the last date and taking note of the cabinet decision dated 7 June 2017, it has been decided to give one last opportunity to the departments to register all eligible workers,’’ read the order issued by the Finance department.

As per the order it has been further noted that to ensure the entire process is completed in time and no eligible worker is left out from process of registration the last date for up-loading the information is extended to 15 th of July and to furnish certified hard copies on the devised format to Finance department the date has been extended to 31 July.

“It will be the responsibility of the concerned administrative secretaries to register all eligible CSLWs by or before the said date failing which it will be presumed that the department has registered all the eligible CSLWs for the process and no further extension will be granted on this account. Neither any additional case will be entertained beyond the stipulated date,’’ added the order.

As per the order, “ the cases of all the casual workers including consolidated workers of Transport department, consolidated safaiwallas of health and medical education department and casual labourers of SKIMS shall be examined by the concerned department and if found eligible will be allowed to up-load information of these workers under relevant category. All complaints received regarding bogus registration of Casual workers shall be forwarded to concerned departments for verification of the complaints,’’ read the order.
