The All Jammu and Kashmir 10 2 Lecturers’ Forum, Kashmir Saturday held a meeting in which various issued were discussed. The meeting according to the statement was presided over by Dr Manzoor Ahmed Rather.
The meeting was held regarding the issue of recently appointed 10 2 Lecturers, who have been recruited under the new job policy.
According to the statement “The Jammu and Kashmir Public Service Commission has advertised various gazetted posts of different departments after the enactment of SRO-202 which includes Lecturer 10 2 in school education department, Lecturers and medical officer in Health and Medical education department, Veterinary Assistant Surgeons, Assistant Conservator of Forest etc. All these gazetted posts have same grade 9300-34800 with grade pay of 5400.”
However, as per the statement “it has been observed that SRO-202 has not been applied to any of the gazetted post except Lecturer 10 2 of school education department. Moreover, Hon’ble High Court has excluded the implementation of said SRO for its employees vide order no. 21002-14/NR dated 17-10-2016,”
“The selected candidates for 10 2 posts shall be governed by Jammu and Kashmir Special Recruitment Rules issued vide SRO-202 of 2015 dated 30.06.2015, which includes the probation period of 5 years and during the period of first five years, the appointee shall be entitled to minimum of pay scale along with grade pay. In simple terms, the newly appointed Lecturer 10 2 will get the meager consolidated salary for five years,” the forum said.
The statement added that it clearly seems that the parameters of justice have been violated while categorize the various gazetted posts for implementation of said SRO, hence adopting pick and choose method which affects only Lecturer of school education department.
“This should concern your kind self because this argument has not only serious consequences on our education system but on the development of our society in particular. It should not be forgotten that the candidates for lecturership constitute the cream of the society and over the years have qualified the toughest exams of their life (JRF/NET etc.) and achieved their M.Phil/Ph.D degrees by sheer hard work,” statement said.
