Employee’s body meet: ‘Govt not serious on issues confronting employees’

A meeting of Civil Secretariat Coordination Committee was held on Monday under the Chairmanship of Ghulam Rasool Mir.

Maqbool Hussain, President of Lower Grade Employees Union also participated.

Threadbare discussions were held in general with particular reference to employee’s problems and resolved that Government is playing dilly delaying tactics and seems that it is not serious in addressing them.

The Coordination Committee have already listed and projected the demands from time to time before the authorities.

Despite several meetings held from time to time, lot of time have already been lost in waste as no action against any demand so far has neither been taken nor initiated till date.

It has been observed with great concern that the authorities at the helm of affairs seem to be not serious in attending the burning issues.

The body demanded that orders of detachment from the Administrative Departments have totally been ignored even though Chief Secretary/Principal Secretary to HCM issued several directions to all the Administrative Secretaries for implementing the directions of Chief Minister / standing orders of GAD from time to time in letter and spirit.

They said that the employees are suffering badly on account of estate accommodations due to negligent approach and repetition of mistakes by Director Estates. The orders issues by Director Estates with regard to Fresh/Change/on Mutual basis have neither been reviewed nor has any committee been constituted as the said orders have been issued in total violation and without following proper procedure/rules.

The body also sought removal of Pay Anomalies (disparity) in various categories of employees as mentioned in the Government Order issued on the subject have not been given any attention by the Committee constituted for purpose of redressal and finding out a mechanism for working out new scales on the recommendations of Pay Anomaly Committee Report against them before implementation of 7th Pay Commission.

The meeting also sought review of Cadre/Career Progression of employees on the establishment of GAD/Finance/Planning and Law have not been addressed from years so far despite clear cut directions of the Hon’ble Chief Minister on their settlement.

The employee’s body also decided to hold a protest on 26/04/2017 (Wednesday) in the premises of Civil Secretariat, Jammu to press the Government for addressing the grievances and have their proper settlement without further delay.
