SRINAGAR: Chief Secretary Atal Dulloo on Wednesday chaired a high-level meeting to review the implementation of the BHAVYA Scheme, a central initiative to develop advanced Plug-and-Play Industrial Parks in Jammu & Kashmir. The scheme aims to position the region as a preferred investment destination by creating modern industrial ecosystems with comprehensive infrastructure.
The meeting, attended by senior officials including Additional Chief Secretaries and the SIDCO MD, focused on assessing the Detailed Project Reports (DPRs) for proposed parks at Pekhari in Samba and Nowgam in Srinagar. Dulloo emphasized the importance of thorough vetting of DPRs by the Power Development and Public Works Departments to ensure technical feasibility, engineering robustness, and compliance with standards before their submission to the Indian government.
He reviewed the land acquisition process for the parks, urging departments to expedite formalities for swift project implementation. The Chief Secretary also examined the institutional framework for project execution, including the formation of Special Purpose Vehicles (SPVs), project management arrangements, and administrative oversight, ensuring adherence to BHAVYA Scheme guidelines.
Dulloo stressed the need for coordinated efforts among departments to secure all statutory clearances and technical approvals in a timely manner. This coordinated approach is vital for preparing comprehensive proposals that can secure approval and financial assistance from the Union Government.
The Commissioner Secretary of Industries & Commerce, Vikramjit Singh, briefed the meeting on the scheme’s scope. BHAVYA aims to develop 100 industrial parks nationwide from 2026-27 to 2031-32, with the first phase covering 50 parks. The UT plans to submit proposals for two parks before the July 31 deadline to ensure consideration and approval by the Ministry. The scheme offers central financial assistance of up to ₹1 crore per acre, subject to norms.
SIDCO MD Mohammad Shahid Saleem presented details of the DPRs, highlighting that the parks will feature state-of-the-art infrastructure, digital connectivity, utilities, logistics, and green facilities. The Pekhari park in Samba, covering 83.97 acres at an estimated cost of ₹211.64 crore, aims to support MSMEs, engineering, packaging, warehousing, and logistics. The Nowgam park in Srinagar, spanning 50 acres with a ₹104.02 crore budget, will focus on horticulture, food processing, manufacturing, and digital services.
Both parks will include plug-and-play infrastructure like developed plots, roads, power, water, CETPs, warehouses, Factory Sheds, testing labs, IT towers, worker amenities, healthcare, and eco-friendly utilities. Discussions also covered funding models, project implementation via SPVs, EPC execution, quality monitoring, and long-term maintenance plans.
Officers confirmed that after UT-level approval, proposals will be forwarded to the National Steering Committee for final sanction under the BHAVYA Scheme. Dulloo’s directives aim to accelerate project readiness, ensuring Jammu & Kashmir’s industrial growth aligns with national development goals.
