CS directs rationalization of departmental cadres, timely DPCs

SRINAGAR: Chief Secretary Atal Dulloo on Thursday chaired a high-level meeting with Administrative Secretaries to review the status of Recruitment Rules (RRs) updates and Departmental Promotion Committees (DPCs) for government employees. The meeting focused on strengthening human resource management, ensuring timely promotions, and aligning departmental structures with modern governance needs.

During the session, the Chief Secretary conducted a detailed review of Recruitment Rules for both Gazetted and Subordinate Services. He emphasized the importance of revising these rules promptly to reflect current administrative, technological, and service delivery requirements. Recognizing the significant transformation in governance over the years, Dulloo highlighted the need to identify redundant posts and bolster critical ones for efficient functioning.

To facilitate a structured review, Dulloo directed the formation of a core team led by the Commissioner Secretary of ARI & Trainings Department, including representatives from the General Administration Department (GAD), Finance Department, Law Department, and other relevant departments. This team will assess cadres and manpower needs to optimize resource utilization across government offices.

The Chief Secretary underscored that updated Recruitment Rules are vital for improving administrative efficiency, transparent career progression, and attracting skilled personnel suited to contemporary governance. He urged departments to expedite their RR revisions within set deadlines.

The meeting also examined the status of DPCs, emphasizing the importance of conducting them regularly and punctually to promote employees and maintain workforce motivation. Dulloo directed departments to eliminate bottlenecks and ensure eligible employees receive timely promotions.

Discussions extended to the recruitment and skill requirements for Multi-Tasking Staff (MTS). Additional Chief Secretary Shailendra Kumar advised departments to clearly define the skills and competencies needed for MTS personnel. This would aid in understanding the evolving roles of MTS employees, guiding recruitment, deployment, and capacity-building efforts.

Commissioner Secretary M. Raju shared departmental data on DPCs conducted since October 2025 and highlighted challenges such as pending litigations and delays in updating seniority lists, which hinder timely promotions. Earlier, ARI & Trainings Secretary Shabnam Kamili presented a detailed status report on RR examinations, urging departments to resubmit revised proposals to speed up processing.

The meeting reviewed the functioning of the online portal developed to process Recruitment Rules, noting that many departments have already submitted proposals and technical issues have been resolved. Extensive capacity-building initiatives for departmental officers were also discussed to ensure effective use of the portal and transparency in RR updates.

Dulloo reiterated the government’s commitment to modernizing HR practices, streamlining service structures, and ensuring timely promotions to improve service delivery and administrative efficiency.
