Srinagar: The Government on Thursday granted “last and final opportunity” to its employees who have failed to submit their Property Returns for the year 2025 within the prescribed timeline.
According to notification, a copy of which lies with GNS, a considerable number of employees have failed to submit their Property Returns within the prescribed timeline, resulting in a default in this mandatory process.
It noted that as per Circular No. 26-JK(GAD) of 2025 dated 17 December 2025, all government employees were required to file their Property Returns on the Property Return System (PRS) Portal between 1 and 31 January 2026. However, it has been observed that a considerable number of employees either failed to submit their returns or registered on the portal without completing the submission process, the notification noted.
The General Administration Department (GAD), after reviewing the matter, has decided to extend the timeline for submission of Property Returns by 15 days with effect from the date of issuance of the notification, strictly as a final opportunity.
The Government has reiterated that non-submission of Property Returns attracts punitive action under the provisions of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and Rules framed thereunder. Defaulting employees shall also be deemed to have committed criminal misconduct under the Prevention of Corruption Act, making them liable to penalties as prescribed by law, the notification as per GNS said. Further, failure to submit Property Returns results in denial of vigilance clearance, it said.
The Government has directed all Controlling Officers and Drawing and Disbursing Officers (DDOs) to ensure strict compliance with the filing of Property Returns by employees under their control. Administrative Departments have also been asked to closely monitor and review progress in this regard.
