The Foundational Literacy and Numeracy Assessment Test (FLNAT-II) was successfully conducted across District Anantnag, reaffirming its position as a leader in literacy transformation under the ULLAS initiative. The event saw an outstanding participation of 10,788 learners out of 11,187 registered, demonstrating the collective commitment of educational stakeholders in advancing lifelong learning and foundational literacy.
Anantnag’s Leadership in Literacy
In 2024, Anantnag achieved a historic milestone by certifying 16,000 neo-literates, the highest in the Union Territory of Jammu and Kashmir. This remarkable feat was accomplished through:
- Extensive outreach programs to bring marginalized learners into the education system
- Door-to-door mobilization campaigns ensuring mass participation
- Community engagement at the zonal and district levels
- Targeted interventions for women’s literacy
- Integration of digital tools to make learning more accessible
This consistent progress has positioned Anantnag as a model district in the literacy movement, setting an example for the entire region.
FLNAT-II: Record-Breaking Participation Across 12 Zones
This year’s FLNAT-II assessment saw widespread participation across 12 educational zones, with 7,942 female learners and 3,237 male learners appearing for the test. The highest attendance was recorded in:
- Anantnag Zone – 1,960 appeared out of 2,000 registered
- Shangus Zone – 2,100 appeared
- Srigufwara Zone – 1,750 appeared
Other zones, including Achabal, Ashmuqam, Bijbehara, Vailoo, Verinag, and Bidder, also recorded commendable participation, further strengthening the district’s commitment to universal literacy.
ULLAS: Transforming Lives Through Lifelong Learning
The Understanding of Lifelong Learning for All in Society (ULLAS) initiative has been pivotal in expanding literacy and ensuring inclusive education in Anantnag. Through various interventions, the district has successfully:
- Bridged the literacy gap by integrating non-literates into structured learning programs
- Increased access to digital literacy through technology-driven initiatives
- Facilitated inclusive education under the Right to Education (RTE) Act 2009 and RPWD Act 2016
- Promoted women’s literacy, ensuring greater participation of female learners
