Voluntary disclosure of Information: RTI Movement demands implementation of HC order

Srinagar: Jammu & Kashmir RTI Movement on Tuesday demanded implementation of J&K High Court order directing government to implement section 4 and 23 of J&K RTI Act 2009.
Under section 4 and 23 of J&K RTI Act 2009, government departments have to make voluntary disclosure of information on the official websites and awareness on RTI has to be created in nook and corner of state. The decision was announced by J&K High Court Division Bench early this year while disposing off a PIL titled Raja Muzaffar Bhat V/S State of J&K.
Chairman of RTI Movement, Raja Muzaffar Bhat said that in spite of more than 3 months since High Court issued the orders, government has failed to adhere to it.
“Even the official websites of most of the government departments portray all the obsolete and misleading information. The details of beneficiaries of various central government schemes like rural housing, old age pension , DPRs of PWD , PMGS , PHE and other departments is not available on the websites. Government has miserably failed to create awareness on RTI for general masses and its own officials,” he said.
He added: Between 2011-2014, more than 2500 government officials were trained o RTI Act in J&K and this decreased drastically not even 100 officials have been trained between the years 2015 to 2018. “This was revealed by government before the High Court last year,” Muzaffar added.
RTI Movement alleged that PIOs who were trained more than 4 years back on RTI have either retired or have been promoted with the result majority of the designated PIOs and even First Appellate Authorities (FAAs) under RTI ACT are not able to do justice with their job.
