Srinagar: Nearly 1,100 employees appointed on ad-hoc basis during the past nine years in J&K’s medical and dental colleges have not been given regular jobs yet, while permanent jobs are given to those being recruited for new medical colleges.
Several of these employees, working in the Health and Medical Education Department, told Kashmir Reader that the government has been delaying their regularisation for many years. “It is mismanagement and sheer injustice with us,” said Hilal Bhat, president of the association of these “academic arrangement” employees, as they are designated.
The state government recently issued a job advertisement for recruitment of staff in four new medical colleges, offering more than 1,200 posts on permanent basis. Hilal Bhat said that on the other hand, employees working on academic arrangement basis in medical colleges for the past many years have been left in the lurch.
Bhat said nearly 1,100 medical and paramedic employees have been serving as doctors, nurses, technicians and pharmacists in different government hospitals for the past nine years by way of SRO-384 (Service Rules Order). However, in violation of the Jammu and Kashmir Civil Services (Special Provisions) Act, 2010, which says that employees recruited through a proper selection process and against available posts must be regularised after serving any government department for seven years, these employees continue to work on ad-hoc basis.
“The government has not filled up posts on permanent basis since 2011, because these posts were not referred to SSRB,” Bhat said, adding that the health department was not paying any heed to requests for regularisation by the employees.
Most of the incumbent ad-hoc employees have crossed the upper age limit of employment in government institutions. As per the SRO-384 under which they were employed, their contract was to be terminated after six years. But, by virtue of court directions, they are in the ninth year of their jobs, though without any sense of job security.
