SHRC seeks report on Shopian civilian killings

Srinagar: The State Human Rights Commission on Thursday directed Deputy Commissioner Shopain and Senior Superintendent of Police (SSP) of the district to file a detailed report about the killing of civilian Shahid Manzoor Mir.
The Commission also issued a separate notice to concerned officers asking them to file a detailed report on how a mentally challenged person, Rayees Ahmed Wani was killed. The SHRC Chairman Justice Bilal Nazki directed authorities to file the reports within four weeks.
The direction was passed in two separate petitions filed by rights activist, Ahsan Untoo on November 6 before the Commission.
The petitioner has alleged that the civilian Shahid Manzoor Mir was killed deliberately by the forces and later on dubbed as a militant despite the fact that no adverse case was registered against him.
The petitioner has urged the SHRC to investigate the case and to make a strong case for the compensation to the victim’s family. Similarly, the petitioner said that there was no standard operating procedure in place for dealing with the mentally unsound people who get close to force’s camps during late hours.
He pleaded that Commission must direct the concerned Deputy Commissioner to sanction an ex-gratia relief to the family of slain Rayees Ahmed Wani of Shopian.
