Hardly a day goes by without sad news of road accidents, fatal or non fatal. It is also a known fact or experience of every motorist, pedestrian and commuter that driving on the roads, streets and even alleyways is dangerous and reckless. The reasons are many. But, the prime culprit, so to speak, is the deluge of cars that have swamped the roads and streets of Kashmir and the rather untrained drivers with their poor and amateur driving skills. There is also a psychological dimension involved here. While and when driving, people bring their personalities to bear upon the course and nature of their driving styles. In combination, these aspects and factors pertaining to driving in Kashmir render it into a veritable nightmare. But, the worst of these is rash and reckless driving which has become more salient here. This phenomenon largely accrues from the nature of the personality of a given driver, his or her state of mind and emotions and, at times, for the sheer thrill or even heck of it. However, unfortunately, this kind of driving exacts a toll which, at times, turns out to be fatal. Given the widespread nature of reckless driving and the fatalities thereof, a check needs to be put on it the soonest. The question is how? The answer is two pronged. First, there is the long term, supply side measure. This pertains to the issue and disbursal of driving licenses which must be tightened up. It can be done by issuing licenses only when a given driver, who aspires for a license, passes a vigorous exam , both theoretical and practical. The second prong of the approach could be to shave off points off the license when and if there is even a minor infringement. These should be complemented by vigorous monitoring and implementation. Last but not the least, Srinagar city should be divided into zones with prescribed speed limits for these zones , depending upon the volume and intensity of traffic in these, among other considerations. Anyone exceeding a given speed limit must be penalized financially and points shaved off the license. Serial offenders’ license must be cancelled and a price thereby exacted from these. It stands to reason to state that the volume and intensity of both vehicular and commercial traffic will increase by the day. It therefore becomes imperative to do something to check rash driving and pre empt fatalities. The suggestions delineated here might constitute a good starting point.
