Srinagar: In surprise raids on various ultrasound clinics of the summer capital, Health ministry officials have sealed two ultrasound clinics in Srinagar for violation of the sex determination act.
The National Inspection and Monitoring Committee (NIMC) team, constituted under the Pre-conception and Pre-natal Diagnostic Techniques (PC & PNDT) Act, 2002 — enacted for prohibiting pre-birth sex determination — visited various nursing homes and hospitals in Srinagar on August 30-31 to verify their licences, equipment and records of F-forms, consent form, delivery, MTP and ultrasound registers.
The three-member team comprising health ministry officials randomly inspected over a dozen clinics and sealed two of them, including one at Kidney Hospital in Sonwar and at Tibia College in Zakura.
“The ultrasound clinic in Kidney Hospital was sealed because its ultrasound machine was not registered under the PC&PNDT Act and the clinic was not maintaining records under Form F and details of patient and clinic,” Chief Medical Officer (CMO), Srinagar, Dr Talat Jabeen, who accompanied the team, told Kashmir Reader.
During the inspection in Kidney Hospital, only two out of three machines installed were duly registered in accordance with the Act, she said. Dr Jabeen said the clinic’s premises and OPD register were also found to be full of flaws under the law.
“NIMC team also sealed the ultrasound premises of Tibia College at Zakura as they found the clinic violating PCPNDT act brazenly,” she said adding that show-cause notices would be issued to the clinics as the NIMC team directed the local health authorities to follow up on the case.
Sources told Kashmir Reader that the NIMC team may raid more hospitals and clinics which are not registered under PC/PNDT after receiving some tip-offs from many people.
Sex selection/determination is prohibited under the PC&PNDT Act, 2002. Under section 18 (I) of the Act, no ultrasound clinic/genetics clinic/imaging centre having an ultrasound machine capable of undertaking determination of the sex of a fetus can carry out its operation unless duly registered, and under Rule 14, every ultrasound clinic shall intimate every change of employee, place, address and equipment installed to the appropriate authority within a period of 30 days of such change.
