KAS officer now appointed secretary under JKBOSE Act

Srinagar: The School Education Department has appointed KAS officer Riyaz Ahmad as Secretary of the J&K Board of School Education.
Ahmad had been appointed to the post earlier this month by the General Administration Department, but he had not joined yet due to opposition from Board employees and teacher associations who resented the unprecedented posting of a KAS officer to the post through a simple transfer order.
On Thursday the School Education department set aside a previous order assigning the additional charge of the post to the board’s Director Academics while appointing Riyaz to the post for a period of two years.
“In exercise of the powers conferred by section 14 of the JKBOSE Act, 1975… and in supersession of notification SRO 329 of 2018 dated 27. 7.2018, the government hereby appoints Mr Riyaz Ahmad, KAS as Secretary JKBOSE for a period of two years from the date of issuance of this notification,” an order issued by Secretary School Education, Rigzian Sampheal, Thursday, read.
Under the notification SRO 329 issued in July and which the Secretary School Education has set aside in the Thursday’s order, Director Academics JKBOSE, Farooq Ahmad Peer was given the additional charge of Secretary of the board.
Earlier, Director School Education Kashmir, G N Itoo also held the additional charge of the post after the appointment of the then Secretary JKBOSE, Veena Pandita, as the board’s full-time Chairperson earlier this year.
Riyaz was earlier appointed to the post on August 11 by the then Governor N N Vohra’s adminstration, however, some employees’ associations at the board had objected to the appointment arguing that it was “for the first time” that a KAS officer had been appointed to the post. The employees have been invoking the JKBOSE Act of 1975 under which the School Education Department Thursday appointed Riyaz for two years.
As per the section 14 of the JKBOSE Act, 1975 the Secretary, JKBOSE, who is supposed to be a “whole time paid officer”, shall be appointed “by the government with the concurrence of the Board on such terms and conditions as the government may determine…”
Calling Riyaz a “very able officer”, Secretary School Education, Rigzian Sampheal hoped that the new Secretary JKBOSE along with the board chairperson Veena Pandita “I am sure will bring about major improvement in the organisation”
