Srinagar: The JK Police has submitted a copy of Standard Operating Procedures (SOPs) followed by government forces in the state before State Human Rights Commission.
The report states that the objective of the SOP is to provide guidelines and precautions to be observed while using options of less lethal weapons for dispersal of unlawful assembly in J&K state with minimum possible damage.
It says that according to SOP less lethal weapons should be used as per established use of force policy, since an improper use can lead to avoidable causalities.
“The use of force should be guided by objectives of restoring peace, dispersal of violent unlawful assembly with use of such force is required to minimize the casualty but without compromising safety of Law Enforcement elements and peace loving citizens,” the report states.
As per the report, the first stage to disperse any unlawful assembly should be done through persuasion, mediation, negotiation and warning. Sometime be given for dispersal. If the protesters are now causing damage/arson/attacking the security forces-the water cannons should be used which have minimum potential to cause injury.
If the protersters have not dispersed after using water cannons, then senior most police officer should take a view and can permit use of tear smoke shells/PAVA/Oleoresin. The tear smoke shells should be used by following three methods and should be used at the distance of 50 mtrs from them. Also the shells should not be aimed on an assembly as a direct hit may cause fatality. In case after firing of shells, the protersters does not disperse then Lathi charge should be considered.
The fifth option as per report is to use rubber bullets which should not be aimed at protesters. When they don’t disperse after using rubber bullets, Pump action gun/pellet gun can be used fitted with a deflector. While using Pump action gun only no.9 catridge should be used while no.7 and 8 catridge should not be used in any circumstances. The pump action gun should be used at the distance of 50 metres and beyond. It should not be fired at close range which can prove fatal.
The final option should be usage of live ammunitions but should not be aimed at the mob. It should be fired in air.

Pump action gun/pellet gun can be used fitted with a deflector using only No.9 catridge at the distance of 50 metres and beyond. It should not be fired at close range which can prove fatal.
Final option should be usage of live ammunitions but should not be aimed at protesters.
