Against 46 seasonal coolies, official sent list of 104 for regularization
Bandipora: An official in the Public Health and Engineering department in Bandipora has been caught on the wrong foot, allegedly inserting additional names in a list of casual labourers sent for regularization to higher officials.
The Executive Engineer PHE division Bandipora has sent a list of 104 casual labourers in place of the existing 46, this inserting around 58 names illegally, sources in the department said.
The official has been asked to explain the insertion, which he had failed to respond to so far.
Documents available with the Kashmir Reader show that Executive Engineer Bandipora, Ghulam Ahmad Bhat tried to include additional names illegally in the list of casual labours for benefits under SRO 520.
As per the documents The PHE division Bandipora had 46 casual labours on record. On April 30, 2016, the then Executive Engineer forwarded the list of 48 genuine casual labours to the higher-ups under letter No PHE/HYD/ BPR/408-09.
However during the uploading of information of Aadhaar based biometric identification and skill proofing, Bhat sent a list of 104 casual labours to Superintending Officer Hydraulic Circle Sopore vide letter No. 1191-92 Dated 20, May 2017. The Officer also uploaded the details of 104 persons.
However, District Superintending Engineer Hydraulic Circle Sopore detected the “fraud” and sought an explanation from the Executive Engineer.
“Refer Your letter No 1191-92 , dated 31-05-2017, In this connection it has been found that the Aadhar based list/ information submitted in favor of seasonal coolies of I&FC sector of your division varies with the records of this office as instead of 46 seasonal coolies, you have submitted list of 104, which needs to be explained,” District Superintending Engineer (Hydraulics) wrote to the Executive Engineer Bandipora.
Despite the explanation sought, till date, officials said, the said officer has failed to explain or justify the appointment of 58 additional persons.
The department has been drawing salary for 46 casual labourers and in February also sought salary of Rs 8.20 lakh for 44 casual labourers.
The genuine labourers are aghast at the development and say they are suffering due to the inclusion of fraud names in the list as the regularization process was delayed owing to increase in the number of labourers in the list.
“By these frauds, the regularization shoots up so that so the government takes a lot of thinking to process thus taking a toll on the regularization process,” a group of casual labourers said, and appealed the Governor N N Vohra to look into the matter.
Superintendent Engineer Hydraulic Sector Baramulla, Bandipora, Ghulam Hassan Gojiri said that he “will verify why executive engineer hasn’t replied to the explanation”.
