Shah Faesal faces departmental action for ‘Rapistan’ tweet

Srinagar: Departmental action has been initiated against Shah Faesal, the celebrated topper of the Indian Civil Services examination, for posting content on his Twitter handle in “contravention” of service rules.
Faesal is currently on study leave to Harvard University in the US. He was last posted as Director of Jammu and Kashmir State Power Development Corporation (JKSPDC).
The departmental letter issued against him, which Faesal posted on his Facebook page, said that his posts on Twitter have invited action against him.
“Several references have been made by you in your Twitter account in which contents are prima facie in contravention of the extant provisions of All India Services (conduct rules),” the letter said, adding that screenshots of the Twitter posts are enclosed.
The action against Faesal follows a request from the Government of India’s Department of Personnel and Training to the J&K government’s General Administration Department.
“You have allegedly failed to maintain absolute honesty and integrity in discharge of your official duty and thus acted in a manner unbecoming of a public servant,” the letter added.
Faesal had posted on his Twitter handle a remark on “rape culture”. He had written: “Patriarchy+ Population + Illiteracy + Alcohol + Porn + Technology + Anarchy = Rapistan.”
“Love letter from my boss for my sarcastic tweet against rape-culture in South Asia. The irony here is that service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience,” he wrote today on Facebook. “And yes, this is not a stunt. I’m sharing this to underscore the need for a rule change for the changing times.”
