DAK condemns ‘barbarous assault’ on BMO

SRINAGAR: Doctors Association of Kashmir (DAK) on Wednesday expressed resentment against the “barbarous assault” on Block Medical Officer Larnoo Dr Abid Bashir by ACR Anantnag Syed Shabir and SDM Kokernag Rouf Rehman in front of MLA Kokernag during administrative function at Tehsil Office Kokernag on Tuesday.
Such acts of hooliganism, rowdiness by low rung revenue officials can’t be tolerated by us anymore, DAK president Dr Suhail Naik said in a statement issued here.
Condemning the “bizarre” and “abnormal” behaviour of revenue officials, Dr Suhail demanded stringent departmental disciplinary action under CSR rules by the government.
“The ACR has manhandled our esteemed doctor and hurled choicest abuses which violate all civil services rules,” he said. “The SDM has a history of unleashing bureaucratic terror and in recent past had humiliated an esteemed teacher also in the most gruesome way, which was collectively condemned by whole society.”
DAK president said if current dispensation pampers and promotes such “ill mannered” officers, then government as an institution will lose its reverence of making system public and employee friendly.
He said these acts of “rowdiness” by the said officials have created panic among doctors fraternity and is one of the major reason that doctors in large numbers are leaving this state.  “Some officials in the hierarchy are becoming the ‘patients of power arrogance’ and are treating employees and common people as bonded labourers,” he said.
DAK general secretary Dr Owais H Dar in a statement said that every human has a respect and dignity irrespective of profession, cadre and rank.
“It is inhuman and unjustified that officer will lose his temper while dealing with the administrative functions which are against the moral ethics and human values and will not be tolerated at any cost,” he said.
Dr Owais said doctors across valley have been working day in and day out for serving the needy patients and when it comes to administration, running of health institutes is more cumbersome and challenging in conflict hit zone than other administrative departments. He said such behaviour shown with our administrator is no less than terrorising the officer.
DAK is worried about the silence of Minister for Health & Medical Education Dr Devender Kumar Manyal and Director General Health Services Kashmir Dr Saleem ur Rehman about this grave issue when everybody across the department has condemned this idiotic and senseless act.
DAK stresses both the minister and director general health to break silence and act strongly against this inhuman act by taking the matter with the concerned authorities.
“The shameful incident is not humiliation for the said doctor only but to the whole department and by remaining silent it amounts to justifying the humiliation and thrashing of our officer,” the association said.
DAK has warned the government to act upon the erring officials and take strict disciplinary action against them under rules “otherwise a state wide agitation will be launched the onus of which will lie on the government”.
